Amends the School Code with regard to the Chicago school district. Provides that teacher seniority shall be based on employment within the school district, not employment at a particular attendance center. Amends the State Mandates Act to require implementation without reimbursement.
Makes appropriations for the ordinary and contingent expenses of the Illinois Council on Development Disabilities for the fiscal year beginning July 1, 2004, as follows: Federal Funds $4,116,700 Total $4,116,700
Amends the Criminal Code of 1961. Provides that insurance fraud or fraud on a governmental entity is a Class A misdemeanor if the value of the property obtained or attempted to be obtained is $100 (rather than $300) or less and a Class 3 felony if the value of the property obtained or attempted to be obtained is more than $100 (rather than $300) but not more than $10,000. Amends the Workers' Compensation Act. Provides that a workers' compensation insurer or self-insured employer may provide a notice to an injured worker, on or with a check for temporary disability benefits, warning the worker that acceptance of employment with a different employer that requires the performance of activities the employee has stated that he or she cannot perform because of the injury for which he or she is receiving temporary disability benefits could constitute fraud and could result in specified criminal penalties and liability for damages, and that others found to have assisted the employee in the perpetration of fraud could also be subject to criminal prosecution and civil liability. Effective immediately.
Amends the Code of Civil Procedure. Makes technical changes in a Section concerning security for costs.
Makes appropriations to the Office of the State Fire Marshal for the fiscal year beginning July 1, 2003. Effective July 1, 2003.
Amends the Telecommunications Infrastructure Maintenance Fee Act. Makes a technical change in a Section concerning books and records.
Amends the Illinois Act on the Aging. Makes a technical change in the definition of "Director".
Amends the Criminal Code of 1961. In the hate crime statute, defines sexual orientation to also include transgender status. Amends the Unified Code of Corrections. In the provision permitting the court to impose a more severe sentence upon a defendant who committed a crime against an individual or the individual's relatives, spouse, friends, or associates or their property because of the individual's actual or perceived sexual orientation, includes in the definition of sexual orientation, transgender status.
Amends the Counties Code. Makes a technical change to a Section concerning zoning requirements for a telecommunications carrier facility.
Amends the Interagency Wetland Policy Act of 1989. Makes technical changes in a Section concerning the short title.
Amends the Illinois Insurance Code. Makes technical changes in a Section concerning the short title.
Amends the Uniform Peace Officers' Disciplinary Act. Requires that notice of those present at the interrogation of a peace officer be written notice. Requires that the notice include the name, rank, and unit of command of all persons who will be present on behalf of the employer (now, all persons present) during the interrogation.
