Amends the Criminal Code of 1961. Prohibits the knowing manufacture, delivery, and possession of a large capacity ammunition feeding device (a magazine, belt, drum, feed strip, or similar device that has a capacity of, or that can be readily restored or converted to accept, more than 10 rounds of ammunition and any combination of parts from which such a device can be assembled). Establishes penalties for violations. Requires a person who possesses a large capacity ammunition feeding device on the effective date of the amendatory Act, within 90 days after that date, to destroy the device, render the device permanently inoperable, relinquish the device to a law enforcement agency, or remove the device from the State. Establishes as an affirmative defense to a violation, the delivery or possession of a large capacity ammunition feeding device while in the performance of their official duties by peace officers, correctional institutional employees and officials, and members of the Armed Services or Reserve Forces of the United States or the Illinois National Guard. Establishes penalties for violation.
Appropriates $2 from the General Revenue Fund to the Office of the Lieutenant Governor for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Amends the Public Utilities Act. Adds a caption to a Section concerning the issuance of subpoenas.
Creates the Gestational Surrogacy Act. Provides guidelines for creating surrogacy contracts. Establishes the eligibility requirements for becoming a surrogate. Amends the Illinois Parentage Act of 1984. Changes the Section concerning the establishment of the parent and child relationship to include the provisions outlined in the Gestational Surrogacy Act.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning Medicaid eligibility for persons with disabilities who are employed (the "Medicaid buy-in provision").
Amends the Illinois Act on the Aging. Makes technical changes in a Section concerning the short title.
Amends the IMRF Article of the Illinois Pension Code. Changes the vesting requirement for a retirement annuity from 8 years to 5. Makes a corresponding change in one part of the retirement formula. Changes the service requirement for being a member of the Board of Trustees from 8 years to 5. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Pharmacy Practice Act of 1987. Provides that a pharmacy's license shall expire 30 (rather than 10) days after the pharmacist in charge dies or leaves the place where the pharmacy is licensed or after such pharmacist's license has been suspended or revoked. Provides that it is the duty of every pharmacist in charge who ceases to function in that capacity to report to the Department within 30 (rather than 10) days of the date on which he ceased such functions for such pharmacy. Provides that it is the duty of every owner of a pharmacy licensed under this Act to report to the Department within 30 (rather than 10) days of the date on which the pharmacist in charge died or ceased to function in that capacity. Effective immediately.
Appropriates $10 million from the General Revenue Fund to the Department of Commerce and Economic Opportunity for job training in the Austin Neighborhood in the City of Chicago. Effective July 1, 2004.
Amends the Business Enterprise for Minorities, Females, and Persons with Disabilities Act. Adds a caption.
Creates the Clinical Laboratory Science Practice Act. Provides for the regulation of clinical laboratory science practitioners through licensure by the Department of Professional Regulation. Preempts home rule. Effective immediately.
Amends the Park District Code. Creates a new Section concerning the disconnection of park district property from a park district that is within a municipality with a recreation board. Contains only a Section heading.
