Amends the Workers' Compensation Act. Makes a technical change in a Section concerning the computation of time under the Act.
Amends the Public Community College Act. Makes a technical change in a Section concerning the Illinois Community College Board.
Creates the Fishing Guide License Act. Contains only a short title provision.
Appropriates $1 from the General Revenue Fund to the Department of Public Aid for its ordinary and contingent expenses. Effective July 1, 2003.
Makes an appropriation for FY04 to Northeastern Illinois University from the General Revenue Fund for teacher grant matching funds. Effective on July 1, 2003.
Amends the Environmental Protection Act. Makes technical changes to a Section concerning alternative control strategies.
Amends the Uniform Criminal Extradition Act. Provides that a person incarcerated in any federal facility may be released to the custody of the duly accredited officers or designees of those officers of a foreign state if: (1) the person has violated the terms of his or her probation, post-release supervision, parole, or has an unexpired sentence in the foreign state; (2) the foreign state has personal jurisdiction over that person; and (3) the foreign state has issued a valid warrant for the apprehension of that person or has issued a commitment order to serve a sentence in a state or local correctional facility. Provides that all legal requirements to obtain extradition of fugitives from justice are expressly waived by the State of Illinois as to those persons. Effective October 1, 2004.
Amends the Child Care Act of 1969. Makes a technical change in a Section concerning background investigations.
Creates the Consumer Contract Plain Language Act. Requires that consumer contracts involving $100,000 or less meet certain criteria to be clear and readable. Authorizes the Attorney General to bring an action to restrain the use of a consumer contract that violates the Act.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Makes technical changes in a Section concerning the short title.
Creates the Family Caregiver Act, to be administered by the Department on Aging, for the purpose of encouraging family members to provide care for their elderly family members. Requires the Department to contract with area agencies on aging and other appropriate agencies to provide family caregiver support services to the extent of available funding. Provides that the services include counseling, training, and respite care. Also authorizes caregiver support services for grandparents who are primary caregivers for their grandchildren. Amends the Illinois Income Tax Act; creates a family caregiver tax credit of up to $3,000 for a taxpayer who provides the daily care or supervision of a family member who is a frail or disabled adult. Amends the Respite Program Act. Deletes references to abused adults and to functionally disabled or cognitively impaired adults (so that the Act applies to "frail or disabled" adults). Defines a "frail or disabled adult" as a person age 60 (instead of 55) or older and who either (i) suffers from Alzheimer's disease or a related disorder or (ii) is unable to attend to his or her daily needs without assistance or regular supervision. Deletes references to the Council on Aging. Makes other changes. Effective immediately.
