Amends the Illinois Horse Racing Act of 1975. Deletes the provisions concerning the payment of certain moneys that would otherwise be payable to purse accounts to wagering facilities if the total Illinois pari-mutuel handle on Illinois horse races at all wagering facilities in a calendar year is less than 75% of the total Illinois pari-mutuel handle on Illinois horse races at all such wagering facilities for calendar year 1994 (the recapture provisions).
Urges the Secretary of Human Services to review the current practice of calculating child care subsidies to ensure that the children of parents being called up to serve our country through the National Guard will not be hurt by changing the child care subsidy while a parent is in the service.
Amends the Unified Code of Corrections. Makes a technical change in a Section relating to prisoner records maintained by the Department of Corrections.
Amends the Small Employer Group Health Insurance Law. Changes the short title of the Act. Modifies the minimum and maximum number of employees, members, or employees of members necessary to require employers to provide the health insurance policies. Modifies the date the Director shall provide a written report of data from health insurers and employers relating to the coverage sold under this Article to the Governor and to the General Assembly. Makes other changes in language. Effective immediately.
Amends the Election Code. Provides that any ward, township, or precinct committeeman who is convicted of an infamous crime, shall be disqualified from holding the office of the committeeman and that office shall become vacant.
Amends the Code of Criminal Procedure of 1963. In a criminal case, permits the admissibility of evidence of a statement made by a witness that narrates, describes, or explains a statement made by a defendant of which the witness had personal knowledge. Provides that in a prosecution for an offense involving the use of force by an accused when the accused asserts that he or she was legally justified in the use of force and when there is evidence presented at trial on that issue, the offender may present evidence of the victim's prior violent acts if those prior acts are relevant to the issue of who was the initial aggressor whether or not the offender was aware of those prior acts at the time of occurrence of the incident for which the offender is on trial. Effective immediately.
Amends the School Code. Provides that if a pupil is suspended for more than 2 school days, the pupil's parent or guardian may chose to place the pupil in a community-based education program during those days of suspension and the school district must pay the community-based education program an amount equal to the amount the school spends per pupil per day for each day that the pupil is suspended and attends the program. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2003.
Amends the Local Governmental and Governmental Employees Tort Immunity Act. Provides that actions for damages for injury or death against any public physician, dentist, registered nurse, or hospital (instead of local public entity or employee) be brought within 2 years after the claimant knew or should have known of the injury or death. Effective immediately.
Amends the Pharmacy Practice Act of 1987. Requires the Department of Professional Regulation to issue a temporary license to an applicant who has (i) an active license in another state, (ii) met all the requirements for licensure in Illinois except for having passed the required examination, and (iii) paid the required fees.
Amends the General Obligation Bond Act. Makes technical changes in a Section concerning the short title of the Act.
Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police must report the name and address of a person to the local law enforcement agency where the person resides if the person attempting to purchase a firearm is disqualified from purchasing a firearm because of information obtained during the dial-up telephone communication with the Department of State Police.
Amends the State Employees Group Insurance Act of 1971. Permits long-term health care entities to provide their employees and annuitants, and their dependents, group health insurance coverage through participation in the State employee group health insurance program. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires that the Director of Public Health serve as (i) coordinator of loan forgiveness, grant, tuition waiver, and training programs for long-term health care workers and (ii) a clearinghouse for information on programs available to those workers. Effective immediately.
