Appropriates $2 from the General Revenue Fund to Northern Illinois University for its FY04 ordinary and contingent expenses. Effective July 1, 2003.
Amends the Department of Human Services Act and the Mental Health and Developmental Disabilities Administrative Act. Requires the Department of Human Services to contract with an entity experienced in applied research to compile a cross-disability database of disabled Illinois residents who are potential beneficiaries under the "most integrated setting" requirement of the Americans with Disabilities Act as construed by the U.S. Supreme Court. Requires the Secretary of Human Services to appoint a panel to advise the Department on the compilation. Requires the Department to collect and maintain statistical information on developmentally disabled persons who have requested and are waiting for community based services financed by the Department. Effective immediately.
Proclaims October 19 to October 25, 2003 as "National Business Women's Week" in the State of Illinois.
Amends the State Finance Act. Makes a technical change in a Section concerning the Tobacco Settlement Recovery Fund.
Disapproves Executive Order 6 of 2004, which proposes to transfer the functions of the Departments of Financial Institutions, Insurance, and Professional Regulation and the Office of Banks and Real Estate to a new Department of Financial and Professional Regulation.
Creates the Rental Housing Support Program Act. Provides for grants from the Illinois Housing Development Authority to local administering agencies to provide subsidies to landlords to enable the landlords to charge rent affordable for low-income tenants. Also provides for grants from the Illinois Housing Development Authority to developers of new affordable rental housing. Sets forth criteria for the awarding of grants. Requires the Authority to establish an operating reserve for the program.
Amends the Illinois Municipal Code. Provides that when a police officer of a municipality with a population greater than 500,000 inhabitants requests aid or assistance from or provides aid or assistance to a police officer of another jurisdiction, the unit of local government on whose behalf the request is made shall hold harmless, indemnify, and defend the police officer against all claims, demands, liability, losses, and suits in law or equity made by a third party unless otherwise agreed. Provides that the unit of local government requesting assistance shall waive all claims against the police officer or his or her employer arising out of the aid or assistance that is provided, other than claims resulting from willful and wanton misconduct. Provides that the new provisions do not relieve any unit of local government from liability. Amends the Code of Criminal Procedure of 1963. Provides that a peace officer may conduct temporary questioning and make arrests in any jurisdiction within this State if the officer, while on duty as a peace officer, is requested by an appropriate State or local law enforcement official to render aid or assistance to the requesting law enforcement agency that is outside the officer's primary jurisdiction.
Appropriates $600,000 from the General Revenue Fund to the Department of Public Health for a grant to the Save A Life Foundation (SALF) for costs associated with the statewide implementation and expansion of SALFs program for training children in life-supporting first aid skills. Effective July 1, 2004.
Requests the United States Congress to increase appropriations to the State of Illinois for sexual assault prevention and counseling services.
Amends the School Code. Makes a technical change in a Section concerning children with disabilities.
Designates Interstate 74 from its intersection with Interstate 57 at Champaign to its intersection with US Route 51 near Bloomington as the Stanley B. Weaver Memorial Highway.
Amends the Code of Civil Procedure. Creates the Medical Malpractice Task Force. Outlines the membership and duties of the Medical Malpractice Task Force. Provides that the Task Force shall submit a written report to the Governor and the General Assembly containing recommendations for uniform levels of compensation for particular injuries by June 30, 2005.
