Amends the Illinois Pension Code. Makes a technical change in a Section concerning State employees.
Amends the Agricultural Assistance Article of the Illinois Finance Authority Act. Provides that to be eligible for certain State guarantees, a farmer must be a principal operator of a farm or land, at least 30% (instead of 50%) of whose annual income is derived from farming and whose debt to asset ratio shall not exceed the maximum limit established by the Illinois Finance Authority (instead of "shall not be less than 40%"). Provides that State guarantees under certain programs shall not exceed $750,000 (instead of $500,000). Provides that the collateral acceptable to the Authority must be at least equal to the gross loan amount (instead of "at least equal to the State's portion of the Guarantee to be provided"). Deletes a provision that to be eligible for State guarantees, a farmer's net worth may not exceed $500,000. Deletes a provision stating that a lender may not withdraw a State guarantee if the loan contract provides for an interest rate that may vary. Changes the name of the "Young Farmer Loan Guarantee Program" to the "Illinois Farmer Loan Guarantee Program". Makes other changes. Effective immediately.
Amends the Elder Abuse and Neglect Act. Makes technical changes in a Section concerning the Act's short title.
Amends the Illinois Notary Public Act. Makes a technical change in a Section concerning the purposes of the Act.
Appropriates $20,000,000 from the General Revenue Fund to the Department of Transportation for grants to the City of East St. Louis for street repair and construction. Effective July 1, 2003.
Amends the Riverboat Gambling Act. Makes a technical change in a Section concerning the short title.
Amends the Chicago School District Article of the School Code. Makes a technical change in a provision concerning the removal of a principal.
Appropriates $1 from the General Revenue Fund to the Illinois Student Assistance Commission for a study on student accessibility to education assistance grants. Effective July 1, 2004.
Amends the Illinois Aeronautics Act. Makes a technical change in a Section concerning definitions.
Amends the Nursing Home Care Act. Authorizes the use of electronic monitoring devices in a resident's room provided that specified conditions are met. Provides who may authorize the use of the monitoring devices. Provides for the reporting of abuse and neglect discovered via the electronic monitoring of the resident's room. Effective immediately.
Amends the Election Code. Changes the period during which a person may not register to vote to 20 days, rather than 27 days, before an election. Effective immediately.
Amends the Illinois Insurance Code. Makes a technical change in the short title Section of the Small Employer Group Health Insurance Law Article.
