Amends the School Code. Makes a technical change in a Section concerning classes for adults and youths whose schooling has been interrupted.
Amends the Illinois Domestic Animals Running At Large Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Wage Payment and Collection Act. Makes a stylistic change concerning the short title of the Act.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning railroad safety.
Amends the Illinois Public Aid Code. Provides that the Department of Human Services shall (i) conduct an annual market rate survey based on the cost of child care and other relevant factors and (ii) increase the reimbursement rate paid to providers of child care services under the TANF program to not less than 70% of the market rate as determined by the survey. Deletes a provision for a similar survey to be completed by July 1, 1998. Effective immediately.
Amends the School Construction Bond Act. Makes a technical change to a Section concerning the Act's short title.
Amends the Children with Disabilities Article of the School Code. Prohibits the State Board of Education from adopting any rule pursuant to that Article that imposes a responsibility or requirement on a school district or school that (i) conflicts with rules and regulations of the U.S. Department of Education pursuant to the federal Individuals with Disabilities Education Act or (ii) is not imposed by the U.S. Department of Education pursuant to the federal Individuals with Disabilities Education Act. Provides that any rule adopted by the State Board of Education that violates this prohibition is null and void and has no effect beginning on January 1, 2005. Effective January 1, 2005.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.
Amends the Counties Code. Makes a technical change in a Section concerning the short title.
Amends the Illinois Income Tax Act. Removes language terminating the tax credit for start-up costs for providing employee child care. Exempts the credit from the sunset provisions of the Act.
Makes appropriations for FY04 to the Supreme Court. Effective on July 1, 2003.
Amends the Ticket Scalping Act. Provides that any term or condition of the original sale of a ticket to any theater, circus, baseball park, or place of public entertainment or amusement where tickets of admission are sold that purports to limit the terms or conditions of resale of the ticket (including but not limited to the resale price of the ticket) shall be unenforceable, null, and void, if the resale transaction is carried out under certain specified conditions. Provides that the Act does not apply to the sale of tickets of admission to a sporting event, theater, musical performance, or place of public entertainment or amusement of any kind for a price in excess of the printed box office ticket price by a seller engaged in interstate or intrastate commerce on an Internet Auction Listing Service duly registered with the Illinois Office of Banks and Real Estate under the Auction License Act. Provides that the Act does not apply to the sale of tickets of admission to a sporting event, theater, musical performance, or place of public entertainment or amusement of any kind for a price in excess of the printed box office ticket price conducted at an auction solely by or for a not-for-profit organization for charitable purposes.
