Amends the State Gift Ban Act by making a technical change to the gift ban Section.
Amends the Illinois Promotion Act. Authorizes the Department of Commerce and Economic Opportunity to conduct a study concerning the feasibility of constructing a hotel or motel complex to be situated in Menard County near New Salem State Park or within the immediate area of Petersburg, Illinois; to prepare or consider possible plans for designs of the hotel or motel complex; to estimate the costs of the construction of the complex and to estimate the economic return generated from the complex; to consider possible sites for the complex; and to report its recommendations and findings to the General Assembly as soon as possible.
Makes appropriations to various state agencies from the Build Illinois Bond Fund for the fiscal year beginning July 1, 2003. Effective July 1, 2003.
Amends the Election Code. Makes a technical change in the definitions Section of the campaign finance Article.
Creates the Disclosure of Ingredients in Tobacco Products Act. Provides that, beginning in the year 2004, any manufacturer of cigarettes, snuff, or chewing tobacco shall provide the Department of Public Health with an annual report that lists specified information for each brand of product sold.
Amends the Unemployment Insurance Act. Makes a stylistic change in a provision concerning the definition of "employer".
Amends the Debt Management Service Act. Makes a technical change to a Section relating to license requirements.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that "use as rolling stock moving in interstate commerce" means that term as it was defined prior to the changes made by Public Act 92-23. Effective immediately.
Appropriates $2 from the General Revenue Fund to the General Assembly Retirement System for expenses. Effective July 1, 2004.
Amends the Elder Abuse and Neglect Act. Makes technical changes in a Section concerning administrative rules.
Amends the Code of Civil Procedure. Adds the following to the list of information that may be contained in a foreclosure complaint: the name of the original lender providing financing to the borrower; the name of the loan officer who signed the mortgage loan application; the name of the residential mortgage licensee receiving compensation relating to financing by the mortgager; the name of the residential mortgage licensee's loan officer who signed the mortgage loan application; and the name of the real estate appraiser who provided the appraisal on which the financing was based.
Amends the Downstate Forest Preserve District Act. Provides that all contracts for supplies, material, or work involving an expenditure in excess of $15,000 (instead of $10,000) must be let to the lowest possible bidder after notice has been published. Provides that contracts: (a) for work requiring personal confidence; (b) for work by individuals possessing a high degree of professional skill; (c) for utility service; (d) for services or supplies that require integration with existing systems or existing computer hardware and software; (e) for the purchase of magazines, books, and periodicals; (f) that by their nature are not adapted to award by competitive bidding; (g) for replacement parts or service of existing equipment that are made with the manufacturer or authorized service agent for that equipment; and (h) contracts required to meet an immediate emergency affecting the public health, safety, or welfare (instead of contracts for work requiring personal confidence or necessary supplies under the control of monopolies, where competitive bidding is impossible) need not be let by competitive bidding. Effective immediately.
