Amends the Regional Transportation Authority Act. Removes a provision requiring that no director on the Commuter Rail Board be an employee of a unit of local government or receive compensation from any elected or appointed office under the Constitution and laws of Illinois.
Amends the medical assistance Article of the Illinois Public Aid Code. In provisions concerning payments to hospitals for inpatient services, adds the following to the list of hospitals eligible for adjustment payments: any Illinois hospital located in a county with a population determined by the 1990 decennial census to be over 250,000 and under 300,000 that borders another state which is within 25 miles of at least 2 hospitals which receive disproportionate share payments under the Social Security Act and the medical assistance program.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the executive committee of domestic mutual companies.
Amends the Unemployment Insurance Act. Makes technical changes in a Section concerning rules.
Creates a task force to study the cost and feasibility of transforming State and local governments into fully digital governments. Requires the task force to report to the General Assembly before the 2004 veto session.
Amends the Sex Offender Management Board Act. Makes a technical change in the definition Section of the Act.
Amends the Senior Citizens Assessment Freeze Homestead Exemption provisions in the Property Tax Code. Provides that, notwithstanding any other provision concerning this exemption, for taxable year 2005 and thereafter, if a person (i) was granted an exemption in the immediately prior taxable year and (ii) has submitted proof to the Chief County Assessment Officer that a member of the person's household is, or will be during the taxable year, 75 years of age or older, the person must be granted an exemption for the current taxable year without having to file an application. Provides that if the Chief County Assessment Officer has reasonable grounds for belief that the person is not eligible for the exemption for the taxable year, he or she may require the person to file an application. Amends the State Mandates Act to require implementation without reimbursement from the State. Effective immediately.
Creates a task force to study the factors necessary to implement a First Aid and CPR/AED requirement for school bus drivers.
Amends the Code of Civil Procedure. Makes a stylistic change in a provision relating to quick-take proceedings.
Amends the Illinois Income Tax Act. Makes technical changes in a Section concerning the short title.
Amends the School Code. In a provision concerning the United States citizenship requirement for teacher certification, allows the State Superintendent of Education to extend the 6-year time limit for becoming a U.S. citizen for a period of 2 years if the person certifies his or her intention to become a U.S. citizen and furnishes proof that he or she has filed an application for citizenship. Provides that upon the expiration of this extension period, the State Superintendent of Education may grant an additional extension of 2 years upon proof that the person's application for citizenship is pending.
Amends the Illinois Aeronautics Act. Makes a technical change in a definitions Section.
