Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Increases the amount of money available for supplemental (13th check) benefits, from 0.62% to 0.80% of payroll. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Public Utilities Act. Exempts commercial mobile radio service (cell-phone) providers from certain reporting requirements. Also makes technical changes. Effective immediately.
Amends the Illinois Credit Union Act. Makes a technical change in a Section concerning the fiscal year of credit unions.
Amends the Mental Health and Developmental Disabilities Code. Makes technical changes in a Section concerning the short title of the Code.
Amends the Open Meetings Act. Makes technical changes in a Section concerning the short title.
Makes appropriations for expenses of the Drycleaner Environmental Response Trust Fund Council for the fiscal year beginning July 1, 2003. Effective July 1, 2003.
Creates the Electrician Licensing Act. Provides for regulation of electricians and electrical contractors. Establishes civil penalties for violations of the Act. Provides that performing unlicensed electrical work, when a license is required by this Act, constitutes a business offense for the first violation and a Class A misdemeanor for a second or subsequent violation. Provides for concurrent exercise by home rule units. Amends the Regulatory Sunset Act to repeal this Act January 1, 2014. Effective January 1, 2004.
Opposes the proposed closure of Tinley Park Mental Health Center and calls on the Department of Human Services to seek to foster a comprehensive, well-coordinated system of care in cooperation with Tinley Park Mental Health Center.
Amends the Elections Code. Defines the markings or other indications that constitute a vote on punch cards and electronic voting systems. Effective immediately.
Amends the Illinois Public Aid Code. In provisions concerning a federal waiver with respect to a pharmacy assistance program for low-income persons age 65 or older, deletes a provision terminating implementation of the waiver on June 30, 2007. Effective immediately.
Amends the Abused and Neglected Long Term Care Facility Residents Reporting Act, the Nursing Home Care Act, and the Elder Abuse and Neglect Act. Eliminates Christian Science practitioners as mandated reporters of possible nursing home resident abuse or neglect. Provides that a mandated reporter or nursing home resident or employee who suffers damages as a result of a nursing home's retaliation for making a report of possible nursing home resident abuse or neglect may bring an action against the nursing home. Provides that a person who suffers damages as a result of an employer's discrimination against an employee who makes a report of possible elder abuse or neglect may bring an action against the employer. Effective immediately.
Creates the Agricultural Task Force Act. Contains only a short title provision
