Amends the School Code. Provides for tax equivalent grants to a district in which the State Capitol is located. Effective immediately.
Amends the Use Tax Act. Makes technical changes in a Section concerning the short title.
Amends the State Finance Act. Transfers back or, if amounts have not yet been transferred, cancels certain interfund transfers from the Road Fund, the Motor Fuel Tax Fund, or the Grade Crossing Protection Fund to the General Revenue Fund as required under certain provisions of the State Finance Act. Effective immediately.
Creates the Career Offender Registration Act. Provides that a person convicted of certain felony offenses who is not required to be registered under the Sex Offender Registration Act must register with the Department of State Police by providing the following information to the Department, or to the sheriff's office in the county in which the career offender establishes or maintains a permanent or temporary residence, within 2 working days after establishing permanent or temporary residence in this State or within 2 working days after being released from the custody, control, or supervision of the Department of Corrections: name, social security number, age, race, gender, date of birth, height, weight, hair and eye color, photograph, address of legal residence and address of any current temporary residence within the State or out-of-state, including a rural route address or a post office box, date and place of any employment, date and place of each conviction, fingerprints, and a brief description of the crime or crimes committed by the career offender. Provides that the Department of State Police shall maintain on-line computer access to the current information regarding each registered career offender. Provides that the Department of State Police must maintain hotline access so that State, local, and federal law enforcement agencies may obtain instantaneous locator file and criminal characteristics information on release and registration of career offenders for purposes of monitoring, tracking, and prosecution. Provides that the Department of State Police's career offender registration list containing that information is a public record. Effective immediately.
Amends the State Library Act. In furtherance of the purpose of advising libraries in the State, requires the Director of the State Library to conduct a study to determine the most effective means of preventing minors from accessing explicit sexual material on the Internet from public-access computers that are located in public libraries.
Amends the Business Corporation Act of 1983. Makes a technical change to the short title Section.
Amends the State Treasurer Act. Makes a technical change in a Section concerning banking and ATM services.
Amends the Code of Criminal Procedure of 1963. Provides that before trial in a capital case, the court shall hold an evidentiary hearing to determine the reliability and admissibility of any in-custody informant's testimony at either the guilt or sentencing phase. Establishes factors that the court must consider in determining the reliability and admissibility of those statements.
Amends the Code of Criminal Procedure of 1963. Requires each person who posts bail, whether that person is the accused or a person who posts bail on behalf of the accused, to sign a form provided by the clerk of the court indicating that after the conditions of the bail bond have been performed and the accused has been discharged from all obligations in the cause, any portion or all of the bail security deposited may be forfeited to the State to pay for outstanding child support arrearages owed by the accused. Establishes a lien on bail security to pay for outstanding child support arrearages. Effective immediately.
Creates the Pharmacy Benefit Management Regulation Act. Establishes the standards and criteria for regulation and licensing of pharmacy benefit management companies. Requires pharmacy benefit management companies to obtain a license from the Director of Insurance and to obtain a certificate of authority from the State Pharmacy Board. Provides for financial examination of those companies. Grants enforcement powers to the Director of Insurance and the State Pharmacy Board. Imposes fees and assessments upon pharmacy benefit management companies. Provides for the fees and assessments to be deposited into the Pharmacy Benefit Company Regulation Fund, a special fund in the State treasury. Amends the State Finance Act to add the Fund to the list of special funds. Effective immediately.
Amends the Attorney General Act. Makes a technical change in the Section concerning the short title of the Act.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Reinstates the exemption from the tax imposed by these Acts for certain oil field exploration, drilling, and production equipment. Reinstates the exemption from the tax imposed by these Acts for coal exploration, mining, offhighway hauling, processing, maintenance, and reclamation equipment. Effective immediately.
