Amends the Raffles Act. Makes a technical change to a Section concerning the construction of the Act.
Amends the Illinois Public Accounting Act. Provides for expiration and renewal of certified public accounting certificates. Provides grounds for discipline for a holder of a certified public accounting certificate. In provisions concerning certificates issued under prior laws, provides that the certificates shall be valid and in force, unless suspended or revoked under the disciplinary provisions. In the definition of "certified public accountant" and in titling provisions, provides that a certificate must be current, registered, and unrevoked. Provides that the Board of Examiners shall report annually on its activities. Provides that, on and after July 1, 2004, applicants are required to pass an examination on the rules of professional conduct before they may be awarded a certificate as a certified public accountant. Provides that the files of the Board relating to the investigation of possible instances of professional misconduct or any other ground for discipline shall be confidential and not subject to disclosure at the request of any person, except upon the order of a court in a pending action or proceeding or in certain other instances. Provides that at least 4 continuing education hours shall be courses covering the subject of professional ethics. Makes other changes. Effective immediately.
Amends the Minimum Wage Law. Makes technical changes in a Section concerning the short title.
Amends the Criminal Code of 1961. Provides heightened criminal penalties for criminal damage to farm equipment or immovable items of agricultural production, including but not limited to grain bins and barns. Provides that trespass on certain agricultural properties is a Class A misdemeanor (rather than a Class B misdemeanor) and provides that such trespass on or after September 1 but before November 1 is a Class 4 felony. Effective immediately.
Amends the Health Care Arbitration Act. Makes changes to the process by which a health care arbitration agreement may be cancelled by any signatory. Removes language requiring the re-affirmation of the health care arbitration agreement during the discharge planning process. Provides that no health care arbitration agreement shall be valid after 10 (instead of 2) years from the date of its execution.
Amends the Partnership for Long-Term Care Act. Makes technical changes in a Section concerning a definition.
Amends the Workers' Compensation Act. Provides that no compensation is payable if an injury was caused solely by the intoxication of the employee or by the influence of alcohol or any narcotic drugs, barbiturates, or other stimulants not prescribed by a physician or by the combined influence of alcohol and any other drug or drugs that affected the employee to a specified extent. Contains provisions regarding evidence, presumptions, and measurement.
Urges the Office of the Governor and all State agencies to give preference, not just opportunity, to blind vendors, and congratulates John Gordon on his quest to make the public aware of the plight of blind vendors.
Amends the Illinois Aeronautics Act. Makes a technical change in a definitions Section.
Amends the Code of Civil Procedure. Makes a technical change in a Section concerning the exercise of "quick-take" eminent domain powers.
Amends the Local Government Debt Limitation Act. Makes a technical change in a Section exempting certain indebtedness of fire protection districts from the indebtedness limitation of the Act.
