Amends the Coal and Energy Development Bond Act. Makes a technical change in a Section concerning definitions.
Amends the Metropolitan Water Reclamation District Act. Makes a technical change in a Section requiring courts to take judicial notice of sanitary districts.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning uniformity of taxes.
Amends the Residential Mortgage License Act of 1987. Adds a caption and makes technical changes in the Section concerning the short title of the Act.
Amends the Chicago Police Article of the Illinois Pension Code. Increases the duty disability benefit to 80% of the current salary attached from time to time to the rank held by the policeman at the time of removal from the police department payroll. Provides that beginning on January 1, 2004, no duty disability benefit that has been payable for at least 5 years shall be less than 70% of the current salary attached from time to time to the rank held by the policeman at the time of removal from the police department payroll. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Creates the Teacher Homebuyer Assistance Act. Requires the Illinois Housing Development Authority to establish and administer a program to provide down payment assistance to public school teachers who teach in low-performing challenge schools for purchasing residences within the school district. Provides that the assistance shall be in the form of a deferred payment, low-interest subordinate mortgage loan with a term not longer than the term of the first mortgage loan, with interest accruing at a rate of up to 5% per annum. Provides that if the borrower has continuously been a teacher for the 5-year period immediately following the date of recordation of the loan deed of trust, then repayment of the loan shall be forgiven and considered a grant. Provides that repayment of the principal and accrued interest is due and payable upon the occurrence of certain events.
Amends the Comprehensive Health Insurance Plan Act. Increases the lifetime benefit available to a covered individual from $1,000,000 to $2,000,000.
Amends the Personnel Code with respect to exemptions. Removes exemptions for scientific and technical staff of the Illinois State Museum; scientific staff of the State Scientific Surveys and Waste Management and Research Center; technical and engineering staffs of the Department of Nuclear Safety, Pollution Central Board, and Illinois Commerce Commission; technical and engineering staff of the Department of Central Management Services; and hearing officers of the Human Rights Commission. Amends the Capital Development Board Act. Removes a provision stating that technical and engineering personnel are not subject to the Personnel Code.
Amends the Personnel Code. Amends the Personnel Code. Provides that, notwithstanding any provision to the contrary, employees of the Illinois State Toll Highway Authority shall not employ any individual convicted of certain crimes. Effective immediately.
Amends the Children and Family Services Act. Provides that the Department must train all staff who conduct child protective service investigations regarding how and when to use the injunction process to remove a perpetrator of domestic violence from the home in order to protect a child. Effective immediately.
Amends the Disaster Service Volunteer Leave Act and the Local Government Disaster Service Volunteer Act. Provides that State and local government employees who are assigned to the Illinois Emergency Management Agency, in accordance with specified laws or rules, may be granted leave upon request of the Illinois Emergency Management Agency in the same manner as disaster service volunteers of the American Red Cross. Requires that work leave requests for out-of-state disasters shall be coordinated by the American Red Cross and the Illinois Emergency Management Agency through the Illinois State Emergency Operations Center. Authorizes the Illinois Emergency Management Agency to consult with the Department of Central Management Services on leave issues. Requires that leave for disasters within the United States or its territories shall not be unreasonably denied. Removes the requirement that leave for American Red Cross volunteers must be for service relating to a disaster in Illinois. Effective July 1, 2003.
Amends the Department of Natural Resources (Conservation) Law. Provides that revenue derived from fees paid for certificates of title, duplicate certificates of title, and corrected certificates of title and deposited in the Park and Conservation Fund may be expended by the Department of Natural Resources for acquisition, development, and maintenance of walk paths and equestrian trails, in addition to bike paths.
