HB 4968: SEC OF ST-POST ETHICS LAWS

Amends the Secretary of State Act. Requires the Secretary of State to post information on his or her Internet web site concerning the changes made by Public Acts 93-615 and 93-617. Requires the Secretary of State to mail to each registered lobbyist directions about how to access that information. Effective immediately.

HB 1531: MUNI CD-ANNEXATION AGREEMENTS

Amends the Illinois Municipal Code. Provides that, unless a continuation in effect requirement is included in an annexation agreement entered into after the effective date of this amendatory Act, municipal ordinances relating to subdivision controls, zoning, official plan, and building, housing and related restrictions, as changed and amended by the municipality after the date of the annexation agreement, shall apply to the annexation property.

HB 4684: CONS FRAUD-CREDIT CD DUE DATE

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a credit card issuer that issues a credit card to a cardholder in this State shall allow the cardholder to select the day of each month on which payment is due for purchases of goods and services by the use of the credit card. Provides that a person who violates those provisions commits an unlawful practice within the meaning of the Act.

SB 356: CRIM CD-PROHIBITED FIREARMS

Amends the Criminal Code of 1961. Provides that the Department of State Police shall publish a list of handguns having a barrel, slide, frame or receiver that is a die casting of zinc alloy or any other nonhomogeneous metal which will melt or deform at a temperature of less than 800 degrees Fahrenheit. Provides that a building used for the unlawful sale of firearms may be abated as a public nuisance only if the person using the building for the unlawful sale has been convicted of the offense and the Department of State Police has published the list of prohibited firearms. Effective immediately.

HB 226: I-FLY ACT

Creates the I-FLY Act and amends the State Finance Act. Creates the I-FLY Fund as a special fund in the State treasury. Provides that moneys in the Fund may be used to make grants to airports located outside of Cook County for: (1) the recruitment and retention of air carriers at these airports; (2) feasibility studies or business plans to study the recruitment, retention, and expansion of commercial air carriers at these airports; and (3) capital improvements to attract or retain of commercial air service. Establishes eligibility criteria and grant requirements. Effective immediately.

SB 2611: SUPREME COURT CAMP REFORM ACT

Creates the Supreme Court Campaign Reform Act. Provides that candidates for the Supreme Court may apply for a public financing benefit in connection with their campaign. Sets the amount of the public financing benefit at $750,000 for the general primary and general election cycle. Sets requirements for qualifying for the public financing benefits. Limits the amount of private contributions qualified candidates may accept. Limits the amounts that non-participating candidates may accept from private sources during campaign periods to $1,000 in the aggregate. Provides that qualified candidates must be distributed a line of credit from the Illinois Supreme Court Democracy Trust Fund to be used for lawful political expenditures. Provides for the increase of the line of credit if non-complying candidates make certain expenditures. Sets penalties for violations of the Act. Provides that the Illinois Supreme Court may require attorneys to contribute money to the Fund not to exceed $25 annually. Contains other provisions. Amends the Election Code. Provides that a payment for electioneering communications is an "expenditure". Provides that a group that "accepts contributions or makes expenditures during any 12-month period in an aggregate amount exceeding $3,000 for the purpose of electioneering communications" is a political committee. Allows the Board of Elections to impose a fine against a committee that fails to report expenditures that could trigger matching funds under the Supreme Court Campaign Reform Act. Amends the State Finance Act. Creates the Illinois Supreme Court Democracy Trust Fund. Amends the Illinois Income Tax Act. Requires the Department of Revenue to print on its standard individual income tax form a provision by which the taxpayer may make a contribution (not less than $1) to the Illinois Supreme Court Democracy Trust Fund. Amends the Clerk of the Courts Act. Requires circuit court clerks to transfer $1 from each appearance fee paid to the State Treasurer for deposit into the Supreme Court Democracy Trust Fund and, to defray that expense, the county board may, by resolution, require the clerk of the circuit court in the county to charge and collect a Supreme Court Democracy Trust Fund fee of not more than $1, which shall be paid at the time that any appearance fee is paid. Effective immediately.
