HB 2927: DOMEST BATTERY-CHILD PRESENCE

Amends the Criminal Code of 1961 and the Unified Code of Corrections. Provides that a defendant who commits any of certain specified offenses against a family or household member in the presence of any child under 16 years of age (rather than a child who is the defendant's or victim's child or a step child or who is a minor child residing within the household of the defendant or victim) is liable for the cost of counseling required for the child at the discretion of the court and must serve a mandatory minimum imprisonment term of 10 days or perform 300 hours of community service, or both.

HB 4224: PROPERTY TAX-PTELL-CPI

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that "extension limitation" means (a) the lesser of 5% or the percentage increase in the Employment Cost Index (now, Consumer Price Index) during the 12-month calendar year preceding the levy year or (b) the rate increase approved by the voters. Defines "Employment Cost Index" as the Employment Cost Index for total compensation for civilian and state and local government workers published by the United States Department of Labor. Effective immediately.

SB 3125: PATIENT SAFETY ACT

Creates the Patient Safety Act. Creates the Patient Safety Authority that, among other duties, works with medical facilities and the Department of Public Health to reduce the number and severity of serious events and incidents that occur at the facility and receives reports from health care workers regarding serious events. Provides funding for the Authority and the administration of the Act through a surcharge on the medical facilities' licensing fees, which shall be deposited into the Patient Safety Trust Fund, a special fund in the State treasury. Requires medical facilities to develop, implement, and comply with an internal patient safety plan, designate a patient safety officer, and establish a patient safety committee. Provides that a health care worker who reasonably believes that a serious event or incident has occurred shall report the serious event or incident according to the patient safety plan of the medical facility, unless the health care worker knows that a report has already been made. Requires that the medical facility notify the patient or a family member of the patient of a serious event. Contains other provisions. Amends the State Finance Act to create the Patient Safety Authority Trust Fund. Effective January 1, 2005.

SB 2103: GOV-QUARTERLY FINANCIAL RPT

Amends the State Budget Law of the Civil Administrative Code of Illinois. Requires the Governor to publish quarterly financial reports on the status of the State's finances. Sets forth requirements for the reports. Effective immediately.

HB 3441: SCH CD-SPEC ED TEACHER-INCENTV

Amends the School Code. Requires the State Board of Education to establish a program to provide monetary incentives to teachers who are certified to teach special education. To receive a monetary incentive, provides that the teacher shall contract with the State Board of Education to teach in a special education program in a school district for 3 school years (with the monetary incentive totaling $10,000).

SB 3033: CD CORR-RESTORATION RGHTS

Amends the Unified Code of Corrections. Provides that after a person has satisfied his or her sentence, a certificate of relief from disabilities may also be issued for a license or certification under (1) the Home Medical Equipment and Services Provider License Act; (2) the Dietetic and Nutrition Services Practice Act; (3) the Professional Engineering Practice Act of 1989; (4) the Water Well and Pump Installation Contractor's License Act; and (5) the Electrologist Licensing Act.

HB 2143: PEN CD-CHGO POL-3% COMPOUNDED

Amends the Chicago Police Article of the Illinois Pension Code. Compounds the automatic annual increase in retirement annuity. Also increases it to 3%, reduces the minimum age to 55, and removes the 30% maximum increase limitation for all annuitants. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
