Amends the School Code. Provides that in the State Board of Education's latch key report, the Board shall report the total number of pupils participating in before and after school programs (instead of the number participating by school district). Provides that the Board's teacher supply and demand report shall be made every 3 years on or before February 1 (instead of annually on or before January 1). Removes a provision that requires the Board to conduct a school district salary and benefits survey covering each district's educational support personnel. Removes a provision that requires interscholastic athletic associations to submit an annual report to the Board dealing with trends in female participation in athletic competition. Repeals a Section requiring the Board to visit charitable educational institutions. Effective immediately.
Amends the School Code. With respect to reimbursement to school districts for certain costs relating to children from orphanages, foster family homes, children's homes, and State housing units, repeals provisions added by Public Act 92-597 that provide that total reimbursement is limited to the amount appropriated for that purpose for the fiscal year and any insufficiency shall be apportioned pro rata among the school districts seeking reimbursement. Provides instead that if the amount appropriated for any fiscal year is less than the amount required, the amount required to eliminate any insufficient reimbursement for each district claim shall be reimbursed on August 30 of the next fiscal year and that payments required to eliminate any insufficiency for prior fiscal year claims shall be made before any claims are paid for the current fiscal year. Effective July 1, 2003.
Amends the Illinois Administrative Procedure Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Marriage and Dissolution of Marriage Act. Makes a technical change in a Section regarding educational programs concerning the effect of dissolution of marriage on children.
Creates the MI Olmstead Initiative of 2003. Provides that the purpose of the Initiative is to establish a program to provide individuals with mental illness or a co-occurring disorder of mental illness and substance abuse with appropriate residential and community-based support services. Requires the Department of Human Services to identify potential participants for the program. Sets forth the services and supports that constitute the program. Requires the Department to annually report to the General Assembly concerning the program. Effective immediately.
Amends the Election Code. Requires the State Board of Elections to accept information imported to the Illinois Disclosure Information System from computer spreadsheet programs. Requires the Board to be able to export information from the Illinois Disclosure Information System to computer spreadsheet programs.
Amends the Executive Reorganization Implementation Act. Makes technical changes in a Section concerning the short title.
Amends the Taxpayers' Bill of Rights Act. Allows a taxpayer to sue the Department of Revenue if the Department negligently (now intentionally or recklessly) disregards tax laws or regulations in collecting taxes. Creates a certified public accountant-client or public accountant-client privilege for non-criminal proceedings before the Department. Provides that in the case of a taxpayer receiving a protestable notice, a bill, a claim denial, or a reduction of a refund regarding any tax, the taxpayer's position shall be presumed to be the correct position and the burden of proof shall be on the Department to prove otherwise. Amends the Illinois Income Tax Act, the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, the Retailers' Occupation Tax Act, the Cigarette Tax Act, the Cigarette Use Tax Act, the Hotel Operators' Occupation Tax Act, the Motor Fuel Tax Law, the Coin-Operated Amusement Device and Redemption Machine Tax Act, the Cannabis and Controlled Substances Tax Act, the Messages Tax Act, the Gas Revenue Tax Act, the Public Utilities Revenue Act, the Water Company Invested Capital Tax Act, the Telecommunications Excise Tax Act, and the Uniform Penalty and Interest Act to make corresponding changes. Amends the Illinois Income Tax Act to create a civil action against the Department for the knowing or negligent disclosure of confidential information. Provides penalties. Amends the Illinois Public Accounting Act to make changes regarding confidentiality. Effective immediately.
Amends the Illinois Optometric Practice Act of 1987. Makes technical changes in a Section concerning holding a license.
Amends the Hotel Operators' Occupation Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes a technical change in a Section setting forth the short title of the Act.
Amends the Public Officer Simultaneous Tenure Act. Makes technical changes in a Section concerning the purpose of the Act.
