Makes appropriations and reappropriations to the Department of Commerce and Economic Opportunity for the fiscal year beginning July 1, 2003. Effective July 1, 2003.
Urges the United States Senators and the United States Congress to work to allow a vote on the appointment of Miguel Estrada to the U.S. Court of Appeals District of Columbia Circuit.
Amends the Adoption Act. Makes technical changes in a Section concerning who may adopt a child.
Amends the Illinois Human Rights Act. Provides that, when a person files an employer report form with the Department of Human Rights as specified to establish eligibility to be awarded a contract by a State agency, the person must pay a registration fee in an amount determined by the Department by rule. Provides that a person must also pay a registration fee in an amount determined by the Department by rule when the person files for renewal of eligibility. Provides that 50% of the fees shall be paid into the General Revenue Fund and 50% shall be paid into the Department of Human Rights Special Fund, a new special fund in the State treasury (and amends the State Finance Act to list the new fund as a special fund). Provides that moneys in the Fund shall be used solely to fund the Department of Human Rights Compliance Division's public contractor compliance monitoring program, State agency affirmative action mandates via the Compliance Division's liaison unit, and other Department programs and activities. Effective January 1, 2005.
Appropriates $2 from the General Revenue Fund to the Property Tax Appeal Board for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Amends the Unified Code of Corrections. Makes a technical change in a Section relating to prisoner records maintained by the Department of Corrections.
Amends the Uniform Peace Officers' Disciplinary Act. Makes technical changes in a Section concerning the short title.
Appropriates $2 from the General Revenue Fund to the Capital Development Board for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Amends the Mobile Home Local Services Tax Act. Provides that "mobile home" means a factory assembled structure designed for permanent habitation and constructed to permit its transport on wheels and placement on a temporary foundation at which it is intended to be a permanent habitation, provided that any such structure resting in whole or in part on a permanent foundation shall be taxed as real property (now, provided that any such structure resting in whole or in part on a permanent foundation, with wheels, tongue, and hitch removed, shall be taxed as real property). Effective January 1, 2004.
Amends the Eliminate the Digital Divide Law. Makes a technical change in a Section concerning legislative findings.
Amends the Phenylketonuria Testing Act. Makes a technical change in a Section concerning rules of the Department of Public Health.
Amends the Nursing and Advanced Practice Nursing Act. Makes a technical change to a Section concerning social security numbers on license applications.
