Appropriates $1 from the General Revenue Fund to the Supreme Court for ordinary and contingent expenses of the Illinois courts. Effective July 1, 2004.
Makes appropriations to the Office of Management and Budget for the fiscal year beginning July 1, 2003. Effective July 1, 2003.
Creates the Children's Nutritional Health Act. Creates the Commission on the Status of Children's Nutritional Health, consisting of members appointed by the legislative leaders and the Executive Branch. Provides that the purpose of the Commission is to track the status of children's nutritional health and develop ongoing policy initiatives to address issues concerning children's nutritional health. Effective immediately.
Amends the Property Tax Code. Includes disabled persons within the provisions awarding an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Makes corresponding changes to a cross-reference to the exemption. Amends the freeze provision and the State Mandates Act to require implementation without reimbursement from the State. Effective immediately.
Amends the Unified Code of Corrections. Provides that subject to appropriations by the General Assembly to the Department of Corrections for these purposes, the Department shall reimburse the county or counties for operation of juvenile detention centers. Provides that that reimbursement shall be for 100% of the salaries and travel expenses for all employees and supervisors at the county juvenile detention centers. Provides that the county treasurer in each county shall establish a juvenile detention center fund consisting of reimbursements by the Department for funding the operation of the county's juvenile detention centers.
Amends the Illinois Vehicle Code. Provides that, if a law enforcement officer has probable cause to believe that a vehicle driven by a person suspected of driving under the influence of alcohol, drugs, or intoxicating compounds has caused death or personal injury (rather than the death of or personal injury to another) or if the officer has probable cause to believe that the suspect has committed a previous DUI violation, the suspect shall submit to chemical testing at the officer's request. Provides that the provision does not restrict the ability of a law enforcement officer to obtain a search warrant upon a showing of probable cause and does not restrict the ability of a law enforcement officer to rely on any recognized exception to the warrant requirement.
Creates the Patient Safety Act. Provides that no employee of a health care facility may be required to accept overtime work except in the case of an unforeseen emergent circumstance when overtime is required only as a last resort. Establishes civil monetary penalties for a health care facility's violation of the Act. Provides for a private right of action for a person who suffers damage as a result of a violation of the Act. Requires health care facilities to post a summary of the Act approved by the Director of Labor. Effective immediately.
Creates the Grow Our Own Teacher Education Act. Establishes the Grow Our Own Teacher Education Initiative to prepare highly skilled, committed teachers who will teach in hard-to-staff schools and hard-to-staff positions and who will remain in these schools for substantial periods of time. Provides that the Board of Higher Education shall administer the Initiative as a grant competition to fund consortia that will carry out Grow Our Own Teacher preparation programs. Provides for an independent program evaluation. Effective July 1, 2004.
Amends the Illinois Vehicle Code. Provides that an off-highway vehicle is a motor-driven recreational vehicle capable of cross-country travel without benefit of a road or trail. Provides that all-terrain vehicles and off-highway motorcycles are off-highway vehicles. Provides that snowmobiles, watercraft, aircraft, and several other specified motor vehicles are not off-highway vehicles. Effective immediately.
The sum of $1, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Public Aid to study Medicaid Fraud in Illinois. Effective July 1, 2003.
Amends the Uniform Deceptive Trade Practices Act. Makes a stylistic change in provisions concerning severability.
Amends the State Records Act. Adds a caption to the short title Section.
