Amends the Code of Criminal Procedure of 1963. Provides that if the petitioner for post-conviction relief is under sentence of death, the court shall order the petition for relief to be docketed for further consideration and hearing within one year of the filing of the petition.
Amends the Department of Public Health Act. Provides that if, as part of its program of health benefits, the State of Illinois allows or provides incentives for State employees or State retirees to purchase prescription drugs from a pharmacist or other distributor located in a country other than the United States, then the Department of Public Health must develop and implement a certification program for those foreign drugs. Requires that this certification program must be designed to ensure the safety and efficacy of the drugs. Effective immediately.
Amends the Motor Fuel Tax Law. Makes technical changes in a Section concerning the short title.

Amends the Criminal Code of 1961. Creates the offense of place of worship arson, defined as knowingly damaging, partially or totally, a place of worship in the course of committing an arson. Provides that the penalty is a Class 1 felony. Amends the Unified Code of Corrections. Provides that a person convicted of the offense of place of worship arson or residential arson may not be placed in an impact incarceration program. Provides that a person convicted of the offense of place of worship arson may not receive a period of probation, a term of periodic imprisonment, or conditional discharge.
Amends the Illinois Aeronautics Act. Makes a technical change in a Section regarding airports.
Amends the Use Tax Act. Makes technical changes in a Section concerning the short title. Amends the Service Use Tax Act. Makes technical changes in a Section concerning bonding. Amends the Service Occupation Tax Act. Makes a technical change in a Section concerning rules. Amends the Retailers' Occupation Tax Act. Makes technical changes in a Section concerning the short title.
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section regarding preliminary orders concerning an examination of an alleged abused or neglected child.
Amends the Cook County Forest Preserve District Act. Makes a technical change in a Section concerning the application of the Act.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning on January 1, 2004, a retailer or serviceman is allowed to take the 1.75% or $5 discount, as appropriate, for the first $1,000,000 in sales in the aggregate in a calendar year under each of the 4 Acts to reimburse himself or herself for expenses incurred in collecting the tax, keeping records, preparing and filing returns, remitting the tax, and supplying data to the Department of Revenue on request. No discount may be taken for sales above $1,000,000 in the aggregate in a calendar year under the 4 Acts. Effective January 1, 2004.
Amends the Private Sewage Disposal Licensing Act. Makes technical changes in Sections concerning the short title, the purpose of the Act, and the definitions.
Amends the Wildlife Code. Makes technical changes in a Section concerning the short title.
