Amends the Illinois Vehicle Code. Provides that tow trucks are permitted to use red oscillating, rotating, or flashing lights in the same manner they are permitted to use amber lights of that type. Provides that the red lights may be used either alone or in combination with amber lights.
Amends the Illinois Vehicle Code and the Unified Code of Corrections. Increases the penalties for driving under the influence of alcohol, drugs, or intoxicating compounds while transporting a child under the age of 16 years.
Amends the Residential Real Property Disclosure Act to make technical changes in a Section concerning completion and delivery of the seller's disclosure statement.
Amends the Attorney General Act. Requires the Attorney General to certify Crime Stoppers organizations. Amends the Code of Civil Procedure. Provides that a person may not disclose, by way of testimony or any other means, information disclosing the identity of a person who reports criminal activity to a Crime Stoppers organization certified by the Illinois Attorney General. Provides that the person may not be required to produce, under subpoena, any records, documentary evidence, opinions, or decisions relating to that information (i) in connection with any criminal case, any criminal proceeding, or any administrative hearing of whatever nature, or (ii) by way of any discovery procedure. Effective immediately.
Amends the State Records Act. Adds a caption to the short title Section.
Amends the Regulatory Sunset Act to extend the repeal of the Illinois Occupational Therapy Practice Act to January 1, 2014. Amends the Illinois Occupational Therapy Practice Act. Changes the defined terms "registered occupational therapist" and "certified occupational therapy assistant" to "occupational therapist" and "occupational therapy assistant" and makes conforming changes throughout the Act. Makes changes in the definitions of "occupational therapy services" and "an aide in occupational therapy". Changes the name of the Board to the Illinois Occupational Licensure Board. Adds occupational therapists to provisions concerning restoration of an inactive license. Effective immediately.
Amends the Naprapathic Practice Act. Makes a technical change to a Section concerning the necessity of a license.
Amends the Illinois Vehicle Code. Provides that a motor vehicle designed for transportation not fewer than 7 and not more than 16 persons, commonly referred to as a van, is a First Division vehicle if the van is used to transport no more than 15 students to and from school, or if the van is used by a school nurse to transport not more than 15 students to a health care facility for medical treatment.
Amends the Children's Health Insurance Program Act. Extends the Act's repeal date from July 1, 2003 to July 1, 2004. Effective immediately.
Amends the Telephone Company Act. Sets forth procedures for access by telecommunications carriers to property of public utilities, railways, and pipelines for purposes of installation, maintenance, or removal of telecommunications facilities. Effective immediately.
Amends the Alcoholism and Other Drug Abuse and Dependency Act. Requires the Office of Alcoholism and Substance Abuse of the Department of Human Services to develop a plan for the treatment of substance abuse among homeless persons and that the Office shall assess the need for short term residential services, acute treatment services, transitional support services, outpatient services, day treatment services, long term residential services, supportive housing services, and any other needed services. Sets forth elements to be included in the plan. Requires the Secretary of Human Services to submit the plan to the Governor and the General Assembly within 6 months.
Amends the State Finance Act and the Illinois Public Aid Code. Provides that by the end of FY 2005, the Department of Public Aid must estimate a reduction in Medicaid nursing home expenditures based on the average annual expenditure for nursing home beds and estimated reductions in occupancy from FY 2000 through FY 2004. Provides that the Department, in cooperation with the nursing home industry and other affected parties, may reduce Medicaid nursing home expenditures for FY 2006 through FY 2010 based on that estimate. Provides for a redirection of Medicaid nursing home expenditures to expenditures for home and community-based services. Provides that any general funds that are redirected but not spent during any fiscal year shall be transferred to the Long-Term Care Special Administration Fund, which is created. Provides that moneys received from or generated to the fund shall be spent only for home and community-based services or for mechanisms that reduce the number of nursing home beds. Provides for distribution of long-term care funds generated by reductions in nursing home expenditures among certain consumer groups. Provdies standards for implementation. Requires the Department to submit to the General Assembly an annual budget and budget management plan for publicly financed long-term care services.
