HB 545: HORSE RACING-MUST BE AGE 21

Amends the Illinois Horse Racing Act of 1975. Provides that the placing of a wager by a person who is not at least 21 years of age is a Class C misdemeanor. Effective immediately.

SB 1466: UPA & RULPA-CORRECTION

Amends the Uniform Partnership Act (1997) and the Revised Uniform Limited Partnership Act. Establishes procedures for the correction of errors made by limited partnerships and limited liability partnerships; for the administrative dissolution of a limited partnership and the administrative cancellation of the application for admission of a foreign limited partnership; and for the reinstatement of a delinquent entity following its dissolution or cancellation. Specifies the types of activities that would not constitute transacting business in Illinois, for the purpose of registration by foreign limited liability partnerships. Clarifies that the Section providing for the reinstatement of a delinquent limited partnership does not apply to a limited partnership that has been either administratively dissolved or cancelled. Provides for a $50 fee for the filing of a certificate of cancellation of limited partnership. Effective July 1, 2003.

Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning conditions for basic maintenance grants of Aid to the Aged, Blind or Disabled.

HB 5890: MEDICAL PRACTICE-DISCLOSURE

Amends the Medical Practice Act of 1987. In provisions concerning reports relating to professional conduct and capacity and investigations of violations of the Act, allows the Department of Professional Regulation to disclose information and documents to a federal, state, or local law enforcement agency upon service of a valid subpoena. Provides that violating state or federal laws or regulations relating to legend drugs or legally prohibited substances (rather than controlled substances) is grounds for disciplinary action.

HB 1328: ELEC CD-CONTRIBUTIONS/PROMISES

Amends the Election Code. Prohibits an executive branch constitutional officer, his or her employees and salaried appointees, and candidates for that office from promising anything of value for a campaign contribution in support of any candidate. Makes violation grounds for disciplinary action, including loss of position.

SB 2302: PENCD-ALT FORM-DNR PWR SHVL OP

Amends the State Employees Article of the Illinois Pension Code. Provides the alternative (State Police) formula for persons employed on a full-time basis by the Department of Natural Resources, or its predecessor, as a power shovel operator. Effective immediately.

HB 3438: DISABLED-CARE WORKER PAY

Amends the Disabled Persons Rehabilitation Act. Increases a personal care attendant's hourly wage as follows: (i) to $6 per hour beginning July 1, 2003; (ii) to $7 per hour beginning January 1, 2005; and (iii) to $8 per hour beginning July 1, 2005. Effective July 1, 2003.

SB 1783: MOTOR FUEL-TAX OHARE AVIATION

Amends the Motor Fuel Tax Law. Provides that, beginning on July 1, 2003, a tax based on gallonage of fuel used for the propulsion of aircraft that is sold at O'Hare International Airport is imposed at the rate of 1 cent per gallon with tax receipts to be deposited into the Jet Service Establishment, Expansion, and Retention Fund, a special fund created in the State treasury. Amends the State Finance Act. Provides that in order to maximize opportunities for economic development in Illinois, money in the Fund shall be used by the Department of Transportation, subject to appropriation, to assist in establishing, expanding, and retaining jet service at the State's 12 primary airports. Effective immediately.
