Amends the Illinois Insurance Code and the Health Maintenance Organization Act in relation to disclosures relating to benefit limits. Requires that policies disclose that both participating and nonparticipating providers may bill an insured for services not covered by the policy. Effective December 1, 2003.
Amends the Environmental Protection Act. Reduces the amounts various fees to be collected by the Environmental Protection Agency. Sets forth new procedures for the collection of NPDES fees and requires that all moneys collected from the fees be deposited into the Illinois Clean Water Fund. Repeals Sections concerning air pollution operating permit fees and fees for water quality certification. Amends the State Finance Act to create the Illinois Clean Water Fund. Effective immediately.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the purpose of the "Medicaid" Article.
Amends the Public Community College Act. Makes a technical change in a Section concerning State grants.
Amends the School Code. Changes when a nomination for a General Assembly scholarship must be filed with the State Superintendent of Education or the president of the University of Illinois, whichever is applicable, from not later than the opening day of the semester or term to not later than the last day of registration for that semester or term. Effective immediately.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "taxing district".
Creates the Social Security Number Protection Task Force to examine the procedures used by the State to protect an individual against the unauthorized disclosure of his or her social security number when the State requires the individual to provide his or her social security number to an officer or agency of the State; requires a report by March 15, 2005.
Appropriates $2 from the General Revenue Fund to the Illinois Medical District Commission for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Amends the School Code. Requires the State Board of Education to develop and submit to the General Assembly a plan for identifying and assisting financially troubled school districts.
Amends the Children and Family Services Act. Provides that the parent or guardian of the estate of any child accepted for care and training, without the parent's or guardian's consent, under the Juvenile Court Act or the Juvenile Court Act of 1987 shall not be liable for the payment to the Department or to any child care facility of any charges for the care and training of that child.
Amends the Election Code. Permits a person to vote by absentee ballot on the basis that he or she is 65 years old or older.
Amends the Unified Code of Corrections. Provides that a person convicted of a third or subsequent violation for driving under the influence of alcohol, other drug or drugs, or intoxicating compound or compounds, or any combination thereof shall receive no more than 4.5 days of good conduct credit for each month of his or her sentence of imprisonment. Effective July 1, 2005.
