Amends the Public Building Commission Act. Makes technical changes to a Section concerning the short title.
Amends the Riverboat Gambling Act. Makes a technical change in a Section concerning the short title.
Amends the Local Government Debt Limitation Act. Makes a technical change in a Section exempting certain indebtedness of fire protection districts from the indebtedness limitation of the Act.
Amends the Service Use Tax Act. Makes technical changes in a Section concerning bonding.
Amends the Nursing and Advanced Practice Nursing Act. Makes a technical change in a Section concerning the short title.
Amends the State Finance Act concerning provisions that authorize the Director of the Governor's Office of Management and Budget (i) to transfer into the General Revenue Fund a percentage of the moneys in funds held by the State Treasurer and (ii) to transfer into the General Revenue Fund a portion of the additional amounts generated by new and increased fees. Provides that, notwithstanding any other provision of law to the contrary, beginning on the effective date of this amendatory Act of the 93rd General Assembly no transfers are authorized to be made under these provisions unless specific authority for the transfer is granted by the General Assembly. Provides that, as soon as may be practical after the effective date of this amendatory Act of the 93rd General Assembly, the State Treasurer and the Comptroller shall reverse all transfers previously made under the authority of these provisions. Effective immediately.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, for levy years 2004 through 2014, "extension limitation" means (a) the lesser of 5% or the fourth quarter percentage increase in the Employment Cost Index (now, the percentage increase in the Consumer Price Index) during the 12-month calendar year preceding the levy year or (b) the rate increase approved by the voters. Defines "Employment Cost Index" as the Employment Cost Index for total compensation for civilian workers published by the United States Department of Labor. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code to change the annual limit on the amount of reimbursement to annuitants for health insurance costs, from $40,000,000 plus authorized but unpaid amounts to $65,000,000 plus authorized but unpaid amounts, including interest earned thereon. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Children and Family Services Act. Provides that the Department of Children and Family Services shall document reasons for a child's next placement in foster care or with relative caregivers. Provides that each year the Department shall submit a report to the General Assembly which documents: (1) the number of children in Department custody who have been placed in 5 or more placements since their latest removal from home; (2) the specific children who have been moved more than 5 times; and (3) an explanation of the Department's efforts to reduce multiple placements among its wards. Provides that within 30 days after a minor who has experienced multiple placements is again moved to another foster home or the home of a relative, the Department shall conduct an Intensive Administrative Case Review. Amends the Juvenile Court Act of 1987 relating to placement of abused, neglected, or dependent minors. Provides that the Department of Children and family Services shall file a report with the court whenever a minor who has experienced multiple placements is moved from a foster home or the approved home of a relative to another foster home or the approved home of a relative. Provides that if the court determines that the minor has not been placed with his or her minor siblings or half-siblings, who are in the custody or guardianship of the Department of Children and Family Services, the court may direct the Department of Children and Family Services to make reasonable efforts to arrange for the placement if the court finds that the placement is in the child's best interests unless the placement would be contrary to the child's health, safety, or welfare.
Amends the Animal Control Act. Makes technical changes in a Section concerning rabies inoculations.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health, subject to appropriation, must conduct a study to determine the need and feasibility of creating a program to assist hospitals or other health care employers in operating a system by which nurses bid on work shifts by making an offer to work an available shift for a rate within a specified range posted by the employer. Requires the Department to report its findings to the Governor and to the General Assembly on or before July 1, 2005. Effective immediately.
Creates the Downstate Illinois Sports Facilities Authority Act. Creates the Downstate Illinois Sports Facilities Authority. Authorizes the Authority to make loans for the purpose of acquiring, constructing, maintaining, or rehabilitating sports facilities in the State of Illinois, excluding the City of Chicago. Provides procedures for the Authority to issue bonds. Provides that the Authority may impose an occupation tax upon all persons engaged in the business of renting, leasing, or letting rooms in a hotel if approved by ordinance of the affected municipality.
