Amends the Illinois Marriage and Dissolution of Marriage Act. Makes a technical change in a Section concerning trial by jury.
Amends the Higher Education Student Assistance Act. Makes a technical change concerning the Act's purpose.
Makes appropriations for the ordinary and contingent expenses of the Illinois Commerce Commission for the fiscal year beginning July 1, 2004, as follows: General Revenue Fund $408,200 Other State Funds $121,079,000 Total $121,487,200
Amends the Firearm Owners Identification Card Act. Prohibits municipalities, including home rule municipalities, from requiring the registration of firearms and of their owners. Effective immediately.
Designates May 2004 as "Obesity Awareness Month".
Amends the State Parks Act. Makes a technical change in a Section concerning the Department of Natural Resources.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning railroad safety.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
Amends the Illinois Municipal Code. Provides that a municipality may enact a local retail theft ordinance for the retail theft of property with a value of $150 or less. Provides that the ordinance may not apply to individuals previously convicted of theft, robbery, armed robbery, burglary, residential burglary, possession of burglary tools, or home invasion. Requires the municipality to keep a record of all individuals convicted under the local retail theft ordinance. Requires the municipality to furnish a copy of all retail theft convictions to the State's Attorney.
Amends the Illinois Vehicle Code. Prohibits installation on a motor vehicle of a traffic control signal preemption device, a device that changes a traffic control signal to a green light or extends the duration of a green light. Prohibits unauthorized operation of the device. Provides that a violation is a Class A misdemeanor, punishable by a $1,000 fine in addition to any other penalty that may be imposed. Provides that the device may be installed on specified emergency vehicles, commuter buses, or snow removal vehicles. Specifies the conditions and circumstances under which a device installed on one of those vehicles may be operated. Provides that a manufacturer or retailer may not sell a device to any person or entity for any intended use other than operation as permitted under the provision. Provides that a violation is a Class A misdemeanor, punishable by a fine of $5,000 for each sale of each device, in addition to any other penalty that may be imposed. Effective immediately.
Amends the Illinois Housing Development Act. Adds a provision concerning supportive housing (contains only a Section caption).
Amends the School Code. Prohibits a public school from selling, offering for sale, or otherwise offering or providing soft drinks to pupils at school at any time, with exceptions. Prohibits a public school from maintaining or allowing to be maintained a vending machine that is located at a school or on school grounds, that sells soft drinks, and that is accessible to pupils, with exceptions. Provides for a penalty.
