Amends the Illinois Controlled Substances Act. Makes grammatical changes in the statute relating to the unlawful delivery of a controlled substance to a pregnant woman.
Amends the Illinois Health Facilities Planning Act. Provides that changes of ownership, mergers, and consolidations of health care facilities require a permit from the Health Facilities Planning Board and sets forth requirements for the permit application. Sets forth conditions that require a public hearing for a permit application and requires that the notice of the public hearing be published in a newspaper for 3 consecutive days. Makes other changes.
Amends the School Code. Makes a technical change in a provision concerning the levy of taxes for fire prevention, safety, energy conservation, disabled accessibility, school security, and specified repair purposes.
Amends the State aid formula provisions of the School Code by increasing the foundation level of support, changing the amount of and how a supplemental general State aid grant is calculated, and providing that the supplementary grants in aid provisions are no longer applicable. Amends the State Aid Continuing Appropriation Law to make the Law applicable to fiscal year 2004 and each fiscal year thereafter and to provide for an irrevocable and continuing appropriation sufficient to fund general State aid and supplemental general State aid. Amends the School Code, the School Construction Law, and the Election Code to make changes concerning the reorganization of school districts, including the conduct of feasibility studies, the removal of a referendum requirement, the establishment of community unit school districts, and the provision of supplementary State aid, State funds for construction, and implementation grants. Amends the State Finance Act, the Illinois Income Tax Act, and the Property Tax Code. Beginning on July 1, 2003, increases income taxes and provides that two-thirds of the increased revenue shall be deposited into the School District Property Tax Relief Fund to fund property tax abatements and that one-third of the increased revenue shall be deposited into the Common School Fund. Provides a mechanism for property tax abatements and provides for a deduction (up to $1,200) for income tax purposes, for 5 years, equal to 15% of rent paid annually for a taxpayer's principal residence. Amends the School Code concerning certain categorical funding, including the establishment of several block grant programs and changes to the way State transportation reimbursement is calculated. Amends the School Code and the IMRF and Social Security Enabling Act Articles of the Illinois Pension Code to make changes concerning school districts other than the Chicago school district with respect to the purposes for which a district may levy taxes and the maximum rates of those taxes, a newly formed district's authority to levy taxes for certain purposes, interfund transfers, and working cash funds. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2003.
Creates the Illinois Technology Investment Incentive Act. Contains only a short title provision.
Amends the Wildlife Code. Makes a technical change in a Section concerning deer hunting.
Amends the Election Code. Requires election authorities to prepare and provide special consolidated primary election absentee ballots that permit instant run-off voting for absentee voters in the United States military or outside the United States on the consolidated primary and consolidated election days. Requires the State Board of Elections to adopt implementing rules.
Amends the Juvenile Court Act of 1987. Provides in a proceeding relating to having a minor adjudicated an abused, neglected, or dependent minor, the court may not order a separate counsel to be appointed to represent the minor if the guardian ad litem appointed for the minor is a licensed attorney, or if a court appointed special advocate has been appointed as guardian ad litem and counsel has been appointed to represent the court appointed special advocate, unless the court determines that the wishes of the minor are in conflict with the guardian ad litem's determination of what is in the best interest of the minor. Effective immediately.
Amends the University of Illinois Act. Makes a technical change in a Section concerning a chancellor search committee.
Amends the School Code. In provisions requiring a child to have a health examination, allows any physician licensed under the Medical Practice Act of 1987 (not just a physician licensed to practice medicine in all of its branches) to conduct the health examination and sign the required report form. Effective July 1, 2003.
Amends the Criminal Identification Act. Provides that a person who has been convicted of one offense may file an application with the convicting court for an entry of an order setting aside his or her conviction. Excludes felonies in which the maximum penalty is life imprisonment, a conviction of certain prescribed sex offenses, and traffic offenses. Provides that the application may be made at least 5 years after completion of a term of imprisonment. Amends the Rights of Crime Victims and Witnesses Act. Provides that the prosecuting attorney shall notify the victim of the offender's intent to seek an application to set aside his or her conviction. Effective immediately.
Amends the Public Utilities Act. Makes technical changes in a Section concerning the reading of meters.
