Appropriates $2 from the General Revenue Fund to the Metropolitan Pier and Exposition Authority for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Makes fiscal year 2005 appropriations to the State Comptroller for State officer salaries and other purposes. Effective July 1, 2004.
Amends the School Code. Repeals a Section concerning computer literacy grants. Changes a reference from the repealed Section to a Section concerning the School Technology Program. Effective immediately.
Amends the School Construction Law. Provides that charter schools are eligible for school construction project grants and debt service grants. Effective immediately.
Amends the Code of Civil Procedure. Creates an absolute privilege for reporters by removing the exceptions to the privilege.
Amends the Illinois Horse Racing Act of 1975. Adds a caption to a Section concerning the Illinois Standardbred Breeders Fund.
Amends the Transmitters of Money Act. Defines "agent". Changes the term "authorized seller" to "agent" throughout the Act. Links an applicant's license requirements with the applicant's criminal history, if any. Adds provisions concerning application for the appointment of an agent. Provides that the Director of Financial Institutions may issue an order revoking or suspending any authorization if, after a hearing, the Director finds that the agent has violated any rule adopted by the Director under this Act or any fact or condition exists which would be grounds for denying an application for authorizing an agent. Increases certain fees. Makes other changes. Effective immediately.
Urges the United States Congress to devise a Medicaid funding mechanism that does less harm to Illinois taxpayers.
Amends the Business Corporation Act of 1983. Makes a technical change in a Section concerning the basis for computation of franchise taxes payable by domestic corporations.
Amends the Urban Community Conservation Act. Makes technical changes in a Section concerning the short title of the Act.
Proposes to amend the Legislature Article of the Illinois Constitution. Provides that the General Assembly may determine by statute the limit of liability for all damages and losses other than economic damages of a provider of medical or health care with respect to treatment, lack of treatment, or other claimed departure from an accepted standard of medical or health care or safety that is or is claimed to be a cause of or that contributes or is claimed to contribute to the disease, injury, or death of a person. Requires a majority vote to pass legislation to limit liability on non-economic damages and requires that the legislation cite this Section. Effective upon being declared adopted.
Amends the Code of Civil Procedure. Provides that any expression of grief, apology, remedial action, or explanation provided by a health care provider to a patient, the patient's family, or the patient's legal representative about an inadequate or unanticipated treatment or care outcome that is made within 72 hours of when the provider knew or should have known of the potential cause of such outcome is not admissible as evidence, nor discoverable in any action of any kind in any court or before any tribunal, board, agency, or person. Provides that the disclosure of any such information, whether proper or improper, shall not waive or have any effect upon its confidentiality, nondiscoverability, or inadmissibility. Provides that any person who discloses the information for the purpose of bringing a claim for damages against a provider commits a Class A misdemeanor.
