Amends the Airport Authorities Act. Makes a technical change in a Section concerning the petition to set forth a tax rate.
Amends the Abused and Neglected Long Term Care Facility Residents Reporting Act. Makes a technical change in a Section concerning duties of the Department of Public Health.
Appropriates $1,000,000 from the General Revenue Fund to the Department of Human Services for a grant to the Illinois Assistive Technology Project for the establishment and operation of a comprehensive statewide program that loans assistive technology devices to individuals with disabilities residing in this State. Effective July 1, 2003.
Amends the Township Code. Makes a technical change in a Section concerning the office of the township enforcement officer.
Amends the Code of Civil Procedure. Requires that the report from the reviewing health professional for a pro se plaintiff in a medical malpractice action contain the name and address of the reviewing health professional and documentation of compliance with the qualifying requirements for being a reviewing health professional. Provides that a reviewing health professional that provides frivolous or improper review of a case shall be liable to each of the parties for the reasonable costs and attorneys' fees expended in resolving the case. Provides that a review shall be found frivolous if it is substantially lacking in factual support, is based upon a standard of care or practice that lacks substantial use in the relevant specialty or field of practice, or is made for an improper purpose, such as to harass or cause needless increase in the cost of litigation. Limits the extension to one 90-day extension for a pro se plaintiff who was unable to obtain a reviewing physician's reports and who has not previously voluntarily dismissed an action based upon the same or substantially the same acts, omissions, or occurrences.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning State universities.
Designates April 2004 as "Dig Safely Illinois Month" and congratulates JULIE, Inc. on celebrating 30 years of damage prevention in Illinois.
Amends the Illinois Insurance Code. Provides that no policy of accident or health insurance or any renewal of such a policy may be cancelled by the insurer, nor may any such policy contain any exception or exclusion of benefits, solely because the insured is taking an experimental drug or an investigational drug. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Department of the Lottery for its FY04 ordinary and contingent expenses. Effective July 1, 2003.
Amends the Environmental Protection Act. Prohibits certain methods of disposal for video display devices. Imposes fees on each person engaged in the business of selling new video display devices. Requires the seller to pay the fee to the Department of Revenue for deposit into the Video Display Device Recovery and Recycling Fund. Sets forth the purposes for which the moneys in the Fund may be used. Requires retailers to make quarter-annual tax returns to the Department of Revenue concerning the video display device fee. Sets forth procedures for administrative proceedings and hearings by the Department of Revenue concerning the collection of the fee and for judicial review of those decisions. Requires the Pollution Control Board to establish rules regarding the disposal of video display devices. Amends the State Finance Act to create the Video Display Device Recovery and Recycling Fund. Effective on January 1, 2005.
Amends the Property Tax Code. Authorizes (now, requires) collectors to receive payment for taxes on part of any property charged with taxes when a particular specification of the part is furnished. Effective immediately.
Amends the Wildlife Code. Makes technical changes in a Section concerning the short title.
