HB 4174: ELEC-MUNI PETITION SIGNERS

Amends the Election Code. With respect to local referenda authorized by the Illinois Constitution, changes the minimum petition signature requirement to at least 8% of the number of votes cast in the governmental unit for candidates for Governor in the preceding gubernatorial election.

HB 7349: VEH CD-4TH DUI-NO PROBATION

Amends the Illinois Vehicle Code. Provides that any person convicted a fourth time of DUI is not eligible for probation or conditional discharge. Effective January 1, 2005.

HB 4349: CLERK OF CT-SELF-HELP CENTER

Amends the Clerks of Courts Act. Provides that the expense of establishing and maintaining a legal self-help center by the court may be borne by the county. Provides that the county board may require the clerk of the circuit court in the county to charge and collect a fee of not more than $3 to defray the expense of a legal self-help center. Effective immediately.

SB 2105: DRYCLNR ENV FUND-GRN SOLVENTS

Amends the Drycleaner Environmental Response Trust Fund Act. Provides that "green solvent" or "green drycleaning solvent" includes Rynex, GreenEarth, and CO2 and C10-C13 isoparaffin hydrocarbon solvents. Provides for varied annual license fees based on the amount of green solvents purchased annually for specified drycleaning facilities. Provides that, on and after January 1, 2004, no tax is imposed with respect to the use of green solvents. Effective January 1, 2004.

SB 2338: STRASBURG TAX VALIDATION ACT

Creates the Village of Strasburg Tax Levy Validation (2004) Act. Validates the 2003 tax levy ordinance and supplemental or deficiency tax levy ordinance adopted in 2004 and the taxes assessed, levied, and extended thereon by the Village of Strasburg if it meets certain criteria. Provides that no 2003 tax levy or supplemental or deficiency levy, however, is validated to the extent it would have exceeded the maximum amount the district could have levied under the Property Tax Extension Limitation Law if the tax levy ordinance or supplemental or deficiency levy ordinance had been adopted and filed in due time in calendar year 2003. Validates the use for normal operating expenses by the Village of any tax revenue for the calendar year 2003 intended for the payment of principal and interest on outstanding bonds, and validates the use of revenue generated from tax anticipation warrants to make bond payments. Amends the Property Tax Code to provide that the Property Tax Extension Limitation Law and the Truth in Taxation Law are subject to the Village of Strasburg Tax Levy Validation (2004) Act. Effective immediately.

HB 2228: CRIM CD-EAVESDROP-UNDERCOVER

Amends the Criminal Code of 1961. Provides that the offense of eavesdropping does not apply to recording or listening with the aid of an eavesdropping device to a conversation in which a law enforcement officer, or any person acting at the direction of a law enforcement officer, is a party to an undercover conversation and has consented to the conversation being intercepted or recorded in the course of an investigation of a felony violation of the Illinois Controlled Substances Act or a felony violation of the Cannabis Control Act. Requires prior notification to and verbal approval of the State's Attorney or his or her designee of the county in which the recording or listening is anticipated to occur for the exemption to apply.
