Appropriates $2 from the General Revenue Fund to the Office of the Auditor General for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Amends the Illinois Act on the Aging. Adds a caption to the purpose Section.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Increases the annual household income eligibility level for both circuit breaker and pharmaceutical assistance to $40,000 for a household containing one person (now, $21,218 for a household containing one person) and $50,000 for a household containing 2 or more persons (now, $28,480 for a household containing 2 persons and $35,740 for a household containing 3 or more persons) for the 2004 grant year and thereafter. Effective immediately.
Amends the Criminal Code of 1961. Provides that kidnaping, assault, battery, robbery, arson, or unlawful use of weapons committed by a gang member is enhanced to an aggravated kidnaping, aggravated assault, aggravated battery, aggravated robbery, aggravated arson, or aggravated unlawful use of a weapon.
Makes appropriations for the ordinary and contingent expenses of the Metropolitan Pier and Exposition Authority for the fiscal year beginning July 1, 2004 as follows:Other State Funds $128,581,000
Amends the Children and Family Services Act. Provides that every child placed under that Act with a diagnosis of mental illness shall receive the necessary mental health services. Provides that no later than January 1, 2004, the Department of Children and Family Services shall file a proposal addressing the implementation of mental health services. Provides that the Department shall provide or arrange for the training of staff responsible for the oversight of childcare agencies or facilities. Requires that the child be placed in or near the community in which the child resided prior to the placement or in the community in which the child's family or nearest next of kin presently reside. Provides that prior to any placement, a determination shall be made as to the capability and suitability of the program, facility, or home to adequately meet the needs of the child being placed and to ensure that an appropriate training plan for staff is provided. Provides that all children must be visited by trained personnel at least once during the first month following placement and once every month thereafter. Provides that upon a complaint or a discovery of abuse, neglect, improper care, or inadequate care, the Department shall immediately investigate and remove the child. Provides for the independent expert evaluation of every child with a primary or secondary diagnosis of mental illness residing in every program, facility, or home licensed under the Child Care Act or receiving State funds for certain services. Provides that the Department shall prepare an assessment of each mental health community service network and complete all required individual and network assessments by January 1, 2005.
Conveys a parcel of land from the Illinois Department of Transportation to the City of Dixon.
Urges the Illinois Congressional delegation to repeal the individual and permanent Alternative Minimum Tax.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes stylistic changes in a Section concerning definitions.
Amends the Illinois Vehicle Code. Provides that a governmental agency in a municipality or county may establish an automated traffic law enforcement system, in cooperation with a law enforcement agency, that produces a recorded image of a motor vehicle's response to a traffic control signal or images of motor vehicles traveling at a prohibited rate of speed and is designed to obtain a clear recorded image of the vehicle and the vehicle's license plate. Sets requirements for operation of the system. Provides that the owner of the vehicle used in the violation is liable for the violation if the violation was recorded by the system, with exceptions. In provisions concerning failure to pay fines or penalties for standing, parking, and compliance violations and administrative adjudication of those violations, adds violations recorded by the system. Provides that the compensation paid for the system must not be based on the amount of revenue generated or tickets issued by the system. Deletes language providing for creation of an automated red light enforcement system in a municipality with a population of 1,000,000 or more. Effective immediately.
Amends the Illinois AgriFIRST Program Act of 2001. Makes a technical change in a Section relating to certification.
