Makes appropriations to Chicago State University for ordinary and contingent expenses for the fiscal year beginning July 1, 2003. Effective July 1, 2003.
Amends the Election Code. Permits voters to cast straight-party ticket votes. Effective January 1, 2004.
Amends the Tobacco Product Manufacturers' Escrow Act. Makes a technical change in a Section concerning the Act's short title.
Requests DaimlerChrysler Corporation and Chrysler Financial Corporation to halt all patterns and practices of racial discrimination, including discriminatory lending practices.
Amends the Illinois Income Tax Act. Provides that each individual taxpayer who is a teacher in a qualifying school is entitled to an income tax credit in the amount equal to 50% of the amount spent by the taxpayer in the taxable year for instructional materials for use in the classroom. Provides that the credit may not reduce the taxpayer's liability to less than zero and that any excess credit may be carried forward for 5 years. Effective immediately.
Creates the Illinois Living Wage Act. Provides that certain employers must pay employees a living wage rate that is set by the Director of Labor. Requires employers to provide continued employment to certain employees when a contract provides for the continuation of services currently provided by another contractor. Requires employers to post notice of employee's rights under the Act. Allows the Director to investigate violations of the Act. Sets penalties for violations of the Act. Prohibits retaliation against employees who exercise their rights under the Act. Amends the Illinois Procurement Code. Requires the procurement officer to determine the level of the State's vulnerability to labor unrest before issuing invitations for bids or requests for proposals for service contracts. Requires those bids and proposals to (i) include assurance of protection against labor discord and (ii) certify that the contractor will comply with the Illinois Living Wage Act. Provides that if during the duration of the contract, a contractor fails to comply with the Illinois Living Wage Act, the contract is voidable.
Amends the Counties Code, the Illinois Local Library Act, the Illinois Library System Act, the Public Library District Act of 1991, the Chicago Public Library Act, the Village Library Act, the Library Incorporation Act, and the Libraries in Parks Act. Requires a public library that allows minors to use a public access computer to either (i) equip the computer with software that seeks to prevent minors from gaining access to explicit sexual materials or (ii) obtain Internet connectivity from an Internet service provider that provides filter services to limit access to explicit sexual materials.
Creates the Nurse Licensure Compact Act. Allows for reciprocity of licensure of licensed practical nurses and registered nurses among the states. Provides for administration of the Compact by the Nursing Act Coordinator. Provides that the licensing board shall participate in a Compact Evaluation Initiative designed to evaluate the effectiveness and operability of the Compact. Provides that the Compact does not relieve employers from complying with statutorily imposed obligations. Provides that the Compact does not supersede existing State labor laws. Amends the Nursing and Advanced Practice Nursing Act to make changes relating to the purposes of the Compact. Effective immediately.
Amends the Hazardous Materials Emergency Act. Makes a technical change in a Section concerning the findings.
Amends the School Code. Requires the State Board of Education to provide for the registration and recognition of non-public schools, subject to appropriation. Effective July 1, 2004.
Amends the Illinois Human Rights Act. In the definition of "sex", provides that: "because of sex" includes, but is not limited to, because of pregnancy, childbirth, or related medical conditions; and women affected by pregnancy, childbirth, or related medical conditions shall be treated the same for all employment-related purposes, including receipt of benefits under fringe benefit programs, as other persons not so affected but similar in their ability or inability to work.
Amends the Agricultural Areas Conservation and Protection Act. Makes technical changes in a Section concerning the short title.
