HB 4592: CRIM CD-EAVESDROPPING

Amends the Criminal Code of 1961. Exempts from an eavesdropping violation, recordings made simultaneously with a security video recording by a fixed, publicly visible camera in vehicles used by authorized public mass transit districts in the normal course of public transportation; provided, the audio recordings are confined to the passenger boarding or driver areas of the vehicle, or both, and a sign is posted in clear view of the boarding passengers indicating that both audio and video are being recorded.

HB 2966: SEX OFFENDER REGISTRTION-MOVE

Amends the Sex Offender Registration Act and the Sex Offender and Child Murderer Community Notification Law. Requires a sex offender who relocates his or her residence to provide written documentation, such as a lease or utility bill, to the appropriate law enforcement agency within 30 days of the relocation. Requires a law enforcement officer to verify the change of residence of a sex offender by going to the residence. Effective immediately.

HB 7283: $SOS-COMMUNICATIONS

Appropriates $2,305,000 from the General Revenue Fund to the Office of the Secretary of State for the purpose and installation of 800MHz communication system equipment for the Secretary of State Police. Effective July 1, 2004.

SB 3054: LIQUOR-REPORT-GROSS RECEIPTS

Amends the Retailers' Occupation Tax Act. Provides that a distributor, importing distributor, or manufacturer of alcoholic liquor must notify each retailer (or the retailer's associate, partner, employee, or agent) listed on the distributor's, importing distributor's, or manufacturer's monthly statement of the total amount of the gross receipts from the sale of alcoholic liquors to the retailer during the preceding month. Amends the Liquor Control Act of 1934. Provides that the Illinois Liquor Control Commission may fine a licensee or suspend or revoke the license of (now revoke the license of) a licensee that violates certain provisions of the Retailers' Occupation Tax Act concerning the filing of statements with the Department of Revenue. Effective immediately.

HB 4871: PUBLIC AID-CHILD CARE RATES

Amends the Illinois Public Aid Code. In provisions concerning child care for TANF recipients, provides that beginning July 1, 2004, the rates paid by the Department of Human Services to all providers of child care services who are exempt from licensure under the Child Care Act of 1969 shall be increased by an amount equal to 2% of the rates in effect on June 30, 2004. Effective July 1, 2004.

HB 337: SCH CD-TRANSPORT-WALK HAZARD

Amends the Transportation Article of the School Code. Provides that a school board may provide free transportation for any pupil residing within 1 1/2 miles from the school attended where conditions are such that walking constitutes a serious hazard to the safety of the pupil (now the hazard to the safety of the pupil must be due to vehicular traffic or rail crossings).

HB 2250: CRIM CD-ARSON-MANUF CNTRLD SUB

Amends the Criminal Code of 1961. Provides that a person commits arson when, by means of fire or explosive and as a result of manufacturing or attempting to manufacture a controlled substance in violation of State law, he or she negligently damages any building or property. Provides that a person who commits this type of arson is guilty of a Class X felony if the arson results in the death or injury of any firefighter, police officer, or emergency medical personnel.
