Amends the State aid formula provisions of the School Code. With regard to supplemental general State aid, allows the low-income eligible pupil count from the most recently available federal census to be used to define Low-Income Concentration Level. Effective July 1, 2004.
Designates the administrative pavilion at the John J. Madden Mental Health Center in Chicago as the Patricia Thompson Madden Administrative Pavilion.
Amends the Cook County Forest Preserve Article of the Illinois Pension Code. Clarifies the provision that a person who is convicted of a felony relating to or arising out of or in connection with his or her service as an employee may not receive any of the benefits provided in that Article. Effective immediately.
Creates the Groundwater Quality Protection Act. Contains only a short title provision.
Amends the Chicago Police Article of the Illinois Pension Code to provide an increase in the retirement benefit formula. Changes the maximum annuity from 75% to 80% of average salary. Provides for 2.5% (rather than 2%) of average salary for each year of service beyond 20. Applies to persons withdrawing from service after the effective date. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Condominium Property Act. Provides guidelines for giving notice to the condominium owner before fines or penalties can be assessed against the owner. Provides for the display of the American flag on the condominium unit. Effective immediately.
Amends the Agricultural Areas Conservation and Protection Act. Makes technical changes in a Section concerning the short title.
Creates the HIV/AIDS Prevention and Treatment Act. Contains only a short title.
Amends the Chicago Police Article of the Illinois Pension Code. Raises the minimum occupational disease disability benefit from 50% to 60% of current salary and makes it apply to benefits that have been payable for 7 (rather than 10) years. Makes these changes retroactive to January 1, 2000. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Higher Education Student Assistance Act. Provides that any person who has served at least 3 years as an active volunteer, paid on-call, or full-time firefighter with a fire department in a municipality with a population of less than 5,000 shall be awarded a grant to a public university or community college in this State, consisting of exemption from tuition and fees for not more than the equivalent of 4 years of full-time enrollment while he or she serves as an active volunteer, paid on-call, or full-time firefighter with that department. Allows the Illinois Student Assistance Commission to reimburse higher education institutions for the grants, subject to appropriation. Requires a grant recipient to sign an agreement under which the recipient pledges that he or she shall remain an active volunteer, paid on-call, or full-time firefighter with the fire department for a period of not less than one year for each year of grant assistance that he or she receives. Provides for repayment of the grant assistance if the recipient fails to fulfill this obligation.
Amends the Illinois Antitrust Act. Provides that it is a violation of the Act for a cigarette manufacturer to engage in the listed activities with regard to the way a retailer handles the manufacturer's products or the products of another manufacturer. Provides that the prohibition applies to contracts or agreements entered into or renewed on or after the effective date of this amendatory Act of the 93rd General Assembly. Effective immediately.
Amends the Environmental Protection Act. Provides that the annual fees applicable to discharges under NPDES permits do not apply to not-for-profit organizations. Effective immediately.
