SB 2680: PULL TABS-CHARITABLE ORGS

Amends the Pull Tabs and Jar Games Act. Authorizes the conduct of pull tabs and jar games by charitable organizations at premises that are licensed under the Liquor Control Act of 1934 to sell alcoholic liquor for consumption on the premises. Provides that the licensee may retain a portion of the gross proceeds from the conduct of the pull tabs and jar games and that the charitable organization may retain a portion of the proceeds to pay reasonable compensation to its members and employees that conduct the pull tabs and jar games. Deletes the provision requiring that the name of a pull tab ticket and jar game ticket must appear in plain view on the face of the ticket.

SB 2871: CONSENT MIN MED PRO-PARENT

Amends the Consent by Minors to Medical Procedures Act. Provides that anyone involved in the furnishing of medical care to the minor or counseling related to the diagnosis or treatment of the minor's drug or alcohol use shall give the minor's parent or legal guardian notification of the minor's treatment and medical care.

HB 6741: ESTATE TAX-END TAX

Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Provides that for taxable transfers occurring on or after July 1, 2004, no tax shall be imposed or collected under the Act. Effective July 1, 2004.

HB 4286: IL RIVER COORDINATING COUNCIL

Amends the Illinois River Watershed Restoration Act. Provides that the Illinois River Coordinating Council is empowered to receive and make grants and distribute moneys awarded from litigation, fines, or settlements.

SB 2188: RETIRED OFFICERS-FIREARMS

Creates the Retired Officers Security Act. Permits the Department of State Police to issue permits to carry concealed firearms to retired peace officers and retired military who have served honorably for at least 10 years. Provides that permits to carry a concealed firearm shall be valid throughout the State for a period of 4 years from the date of issuance. Provides that a person in compliance with the terms of the permit may carry concealed firearms on or about his or her person. Provides that the permittee shall carry the permit at all times the permittee is carrying a concealed firearm and shall display the permit upon the request of a law enforcement officer. Establishes firearm proficiency tests for applicants for concealed carry permits. Repeals the Act on January 1, 2010. Amends the Firearm Owners Identification Card Act. Pre-empts home rule regulation of the issuance of concealed carry permits. Effective immediately.

HB 504: PENCD-SERS-FLIGHT SAFETY COORD

Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for a person employed by the Illinois Department of Transportation as a flight safety coordinator or Bureau Chief of Air Operations. Effective immediately.

SB 610: GRAIN CODE-FUNDS-FEES

Amends the Grain Code. Makes numerous changes, including changes with respect to the following: the purposes of the Code; definitions; examinations of licensees; administrative review; electronic warehouse receipts; bonds; fees and assessments; deposit of funds; criminal history investigations; financial requirements of licensees; price later contracts; fines and criminal penalties; suspension and revocation of licenses; Department of Agriculture expense reimbursement; procedures upon failure of a licensee; designation of administrative law judges; compensation of claimants; and creation of the Regulatory Fund as a trust fund. Effective immediately.
