HB 1365: OPTOMETRY-OCULAR PHARM AGENTS

Amends the Illinois Optometric Practice Act of 1987. Requires all applicants for license renewal after January 1, 2030 (rather than January 1, 2006) to apply for and maintain certification to use therapeutic ocular pharmaceutical agents. Effective immediately.

SB 2462: IDPH-POISON CONTROL-FUNDING

Amends the Poison Control System Act. Directs the Department of Public Health and the Illinois Poison Advisory Board to conduct a study to determine the feasibility of establishing a formula that sets State goals for funding the poison control system. Requires completion of the study by December 31, 2005. Effective immediately.

HB 430: SCH CD-SUPP ST AID-LOW INCOME

Amends the School Code. In calculating supplemental general State aid, provides that, for the 2003-2004 school year and each school year thereafter, "Low-Income Concentration Level" is the low-income eligible pupil count from the most recently available federal census or the low-income eligible pupil count determined by the Department of Human Services based on those students who are eligible for food stamps or Medicaid, whichever pupil count is greater, divided by the Average Daily Attendance of the school district. Effective July 1, 2003.

SB 2639: CON FRAUD DECEP BUS-IDENT PROT

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that any person who uses a consumer credit report in connection with the approval of credit, may not lend money, extend credit, or complete the purchase, lease, or rental of goods or non-credit related services without taking reasonable steps to verify the consumer's identity. Provides that if a consumer places a statement with a security alert in his or her file requesting that his or her identity be verified by calling a specified telephone number, any person who receives that statement with the security alert in the consumer's file must take reasonable steps to verify his or her identity by contacting the consumer using the specified telephone number, prior to lending money, extending credit, or completing the purchase, lease, or rental of goods or non-credit related services, with certain exceptions. Provides that a consumer credit reporting agency is required to provide to a consumer information about security alerts and security freezes and their consequences. Prohibits a person or entity from publicly posting or displaying an individual's social security number or doing certain other acts that might compromise the security of an individual's social security number. Provides that a person or entity shall not encode or embed a social security number on a card or document, including a bar code, chip, or magnetic strip.

SB 2149: CRIM CD-UNAUTHORIZED TAPING

Amends the Criminal Code of 1961. Prohibits a person from knowingly and secretly videotaping, photographing, or filming a family member naked, in the person's or family member's residence without the family member's consent.

SB 2640: AABD-DISABILITY-MEDICAID-ALIEN

Amends the Illinois Public Aid Code. For purposes of the AABD program, provides that "disabled person" is defined as in the Social Security Act (instead of providing a definition separate from that Act). Sets forth standards to be used by the Department of Human Services in determining whether persons are disabled for purposes of the AABD program. Provides Medicaid eligibility for non-citizens in the case of medical care needed for treatment of an emergency condition, if the non-citizen otherwise meets the financial eligibility requirements for the AABD MAG program or Family Care program. Effective immediately.

HB 3962: PENCD-ART 16-SALARY INCREASE

Amends the Downstate Teachers Article of the Illinois Pension Code. Provides that, for the purpose of computing final average salary, salary does not include any lump sum payment. Provides that if a teacher's salary for any school year that is used to determine final average salary is increased over the amount of his or her salary with the same employer for the previous school year by an amount greater than the increase that would result from the application of a Compensation Review Board provision governing salary increases for certain public officials, the teacher's employer shall pay to the System the present value of the increase in benefits resulting from the portion of the increase in salary that is in excess of the salary increase that would result from the application of that Compensation Review Board provision. Provides that the provision requiring an employer to pay the present value of the portion of a salary increase applies to salaries paid to teachers under contracts or collective bargaining agreements entered into, amended, or renewed on or after the effective date of the amendatory Act. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
