Amends the Uniform Commercial Code by adding a new Article with the short title of Uniform Commercial Code-Guaranteed Prepayments of Agricultural Goods. Provides that "in the event that the recipient of monies for agricultural goods becomes insolvent, the purchaser shall receive a payment equal to the monies paid for agricultural goods not delivered" and "in the event that the recipient of monies for agricultural goods enters into insolvency proceedings, the purchaser shall serve as the first secured creditor in the insolvency proceedings". Amends the Secured Transactions Article of the Uniform Commercial Code. Creates a production-money security interest in production-money crops. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Makes technical changes to the short title Section.
Creates the Medicaid Neonatal Health and Development Act. Contains only a short title provision. Effective July 1, 2003.
Creates the Sex Offender Residency Act. Requires the Department of Corrections, in consultation with the Prisoner Review Board, to adopt rules establishing criteria to be considered in determining the permanent residence requirements for a sex offender released on mandatory supervised release or parole. Provides that the Department shall include in the rules: (1) a general prohibition against allowing a sex offender to reside near locations where children are the primary occupants or users; (2) the bases upon which exceptions to the general prohibition are authorized; and (3) a process that allows communities that would be affected by a decision about the location of a sex offender's residence to be informed of the decision-making process before the offender is released. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Legislative Audit Commission for its FY04 ordinary and contingent expenses. Effective July 1, 2003.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Minimum Wage Law. Makes a stylistic change in provisions concerning the posting of a summary of the Minimum Wage Law.
Amends the Service Occupation Tax Act. Makes a technical change in a Section concerning rules.
Amends the Prevailing Wage Act. Provides that workers at a facility dedicated exclusively, or nearly so, to performance of the contract or project and located in such proximity to the actual construction location that it would be reasonable to include them shall be deemed to be employed on public works.
Amends the Tri-City Regional Port District Act. Makes a technical change in a Section concerning definitions.
Amends the Coin-Operated Amusement Device and Redemption Machine Tax Act. Makes a technical change in a Section concerning the short title.
Appropriates $1 from the General Revenue Fund to the Department of Human Services for its ordinary and contingent expenses. Effective July 1, 2003.
