Amends the Wildlife Code. Makes technical changes in a Section concerning disabled veterans.
Makes appropriations for capital expenditures for the following agencies: Architect of the Capitol, Office of the Lieutenant Governor, Office of the Secretary of State, Department of Agriculture, Department of Central Management Services, Department of Commerce and Economic Opportunity, Department of Corrections, Department of Natural Resources, Department of Military Affairs, Department of Public Aid, Department of Revenue, Department of State Police, Department of Transportation, Department of Veterans Affairs, Capital Development Board, Illinois Commerce Commission, Environmental Protection Agency, Historic Preservation Agency, Illinois Finance Authority, Medical District Commission, Illinois Emergency Management Agency, Prisoner Review Board, Chicago State University, Eastern Illinois University, Northeastern Illinois University, Northern Illinois University, Southern Illinois University, University of Illinois, and Illinois Community College Board.
Amends the Illinois Emergency Management Agency Act. Makes technical changes concerning testing of warning devices.
Amends the School Construction Law. Makes a technical change in a Section concerning carry over projects.
Amends the senior citizens homestead exemption Section of the Property Tax Code to provide that, for taxable years 2003 and thereafter, disabled persons are eligible for the exemption as well. Defines "disabled person" to have the same meaning as in the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Amends the senior citizens homestead exemption provisions of the Property Tax Code and the State Mandates Act to restate that implementation is required without reimbursement. Effective immediately.
Amends the Mechanics Lien Act. Makes technical changes in a Section concerning preferred liens.
Amends the Criminal Code of 1961. Makes technical changes in the criminal sexual assault statute.
Amends the Metropolitan Water Reclamation District Article of the Illinois Pension Code. Authorizes certain persons to purchase up to 2 years of service credit for certain military service not following employment. Requires payment of an amount representing both employee contributions and the employer's normal cost, plus interest. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Aeronautics Act. Makes a technical change in a Section regarding airports.
Amends the Retailers' Occupation Tax Act. Makes a technical change in a Section concerning the bonding requirement.
Amends the Illinois Insurance Code. Makes technical changes in a Section concerning the short title.
Appropriates $2 from the General Revenue Fund to the Department of Human Services for an increase in funding for the Prevention of Unnecessary Institutionalization Grant and Loan Program. Effective July 1, 2003.
