Makes appropriations for the ordinary and contingent expenses of the Department on Aging for the fiscal year beginning July 1, 2004, as follows: General Revenue Fund $325,748,100 Other State Funds $10,035,900 Federal Funds $65,960,300 Total $401,744,300
Amends the Illinois Pension Code. Makes a technical change in a Section concerning State employees.
Amends the Illinois Vehicle Code. Creates the offense of negligent driving, committed when a person operates a motor vehicle carelessly or without exercising due care for the safety of others or in a manner that endangers any property or any person, including the driver or passengers of the vehicle. Provides that, in addition to any other penalty imposed, the person's driving privileges shall be suspended for a fixed period of not less than 90 days and not more than one year if a violation results in damage to property, for not less than 180 days and not more than 2 years if a violation results in injury to any person, and for 2 years if a violation results in the death of another person.
Amends the Alcoholism and Other Drug Abuse and Dependency Act. Makes a technical change in a Section concerning the short title.
Amends the Pyrotechnic Operators Licensing Act. Makes a technical change in a Section concerning the licensure requirements and fees.
Amends the Mental Health and Developmental Disabilities Administrative Act. Makes technical changes in a Section concerning the appointment and removal of facility directors and other employees.
Amends the Unemployment Insurance Act in relation to: employees working in a capacity other than an instructional, research, or principal administrative capacity for an institution of higher education or an educational institution; and employees working in a capacity other than an instructional, research, or principal administrative capacity in an educational institution while in the employ of an educational service agency. Deletes provisions that made those employees ineligible for benefits during a period between two successive academic years or terms or during a vacation period or holiday recess if there is a reasonable assurance that the individual will perform that service in the second of the academic years or after the vacation period or holiday recess. Applies to weeks beginning on or after January 2, 2005.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning Chicago municipal employees, officers, and officials.
Creates the Illinois Public Health, Corrections, and Community Initiative Act. Contains only a short title Section.
Amends the Property Tax Code. Provides that the county collector in each county may assess to the purchaser of property for delinquent taxes an education fee of $2 per parcel. Provides that 50% of the fees collected shall be deposited into the County Officials Education Fund, a special fund hereby created in the State treasury, and shall be used, subject to appropriation, by the University of Illinois for the purpose of providing continuing educational programs for county officials. Provides that 50% of the fees collected shall be retained by the county treasurer for deposit into a special fund which shall be used solely for the administration of the county's tax sale program. Amends the State Finance Act to create the Fund. Effective immediately.
Amends the Illinois Vehicle Code and the State Finance Act. Creates the Choose Life Fund as a special fund in the State treasury. Provides for the issuance of special Choose Life license plates. Provides that the Secretary of State shall confer with Illinois Choose Life, Inc. of Illinois regarding the design, color, and format of the plates. Provides that, in addition to normal original issuance and renewal fees, a $25 fee shall be charged for the special plates. Provides that $10 of the additional initial fee and $23 of the additional renewal fee shall be deposited into the Choose Life Fund, and $15 of the additional original fee and $2 of the additional renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, all moneys in the Choose Life Fund shall be distributed on a pro-rated basis at the beginning of each fiscal year to all non-governmental, not-for-profit agencies whose services include counseling and meeting the physical needs of pregnant women who are committed to placing their children for adoption. Establishes additional requirements for use of the moneys in the Fund. Effective immediately.
