Amends the Eastern Illinois University Law. Makes a technical change in a Section concerning creating the Board of Trustees.
Designates March of 2004 as "Music in our Schools" Month.
Amends the Consumer Installment Loan Act. Makes technical changes in a Section concerning the short title.
Amends the Tri-City Port District Act. Makes a technical change in a Section relating to the Executive Director of the District.
Appropriates $500,000 from the General Revenue Fund to the Historic Preservation Grant Fund. Appropriates $500,000 from the Historic Preservation Grant Fund to the Illinois Historic Preservation Agency for the purposes of the Historic Preservation Grant Program as provided in the Illinois Historic Preservation Act. Effective July 1, 2003.
Calls upon the Office of Management and Budget and the Department of Human Services to act to ensure that agencies serving the developmentally disabled through contracts with the State receive the full 4% cost-of-living increase mandated by the General Assembly.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning downstate firefighters.
Amends the Criminal Code of 1961. Provides that a State's Attorney may create within his or her office a bad check diversion program for offenders who agree to voluntarily participate in the program instead of undergoing prosecution. Provides that the program may be conducted by the State's Attorney or by a private entity under contract with the State's Attorney. Provides that the bad check diversion program may require an offender to: (1) pay for, at his or her own expense, and successfully complete an educational class held by the State's Attorney or a private entity under contract with the State's Attorney; (2) make full restitution for the offense; (3) pay a per-check administrative fee. Provides that the State's Attorney, or private entity under contract with the State's Attorney, may recover, in addition to the face amount of the dishonored check or draft, a transaction fee to defray the costs and expenses incurred by a victim who received a dishonored check that was made or delivered by the offender. Provides that the transaction fee shall be paid to the victim as restitution for the offense.
Amends the Workers' Compensation Act. Makes a technical change in a Section relating to the application of the Act.
Amends the Pharmacy Practice Act of 1987. Provides that "patient profiles" or "patient drug therapy records" includes information concerning prescriptions for controlled substances. Provides that, upon request, a pharmacist shall provide a physician licensed to practice medicine in all its branches who is prepared to prescribe or has prescribed a controlled substance for a patient with information from the patient's most recent patient profile, including information about any prescriptions for controlled substances.
Amends the Nursing Home Care Act. Makes technical changes to a Section concerning medical treatment.
Amends the Illinois Municipal Code. Provides that, if suit is filed (now, if an owner or tenant files suit) for violation of certain municipal ordinances and the court finds that the defendant has engaged in certain prohibited activities, the court shall allow the plaintiff to recover a reasonable sum of money for the costs of litigation, including the services of the plaintiff's attorney and expert witness fees (now, for services of the plaintiff's attorney).
