HB 6605: IDPH-NURS HOME CONVERSION

Creates the Nursing Facility Conversion Funding Act and amends the State Finance Act. Creates the Nursing Facility Conversion Cash Fund as a special fund in the State treasury, to be used by the Department of Public Health to make grants to nursing facilities for capital or one-time expenditures to convert all or a portion of such facilities to licensed assisted living establishments or other alternatives to nursing facility care. Provides for a refund of a grant to the State if the grantee or its successor in interest ceases to operate an assisted living establishment or other alternative to nursing facility care within 10 years after beginning operation.

HB 3534: PROP TAX-PTELL-FIRE PROT DIST

Amends the Property Tax Code. Provides that if a new fire protection district is formed by referendum under the Fire Protection District Act, the aggregate extension base for the district shall automatically be established for the levy year in which the new fire protection district is formed at the rate authorized for corporate purposes under the Fire Protection District Act (now, all new taxing districts must establish aggregate extension base by referendum).

HB 5878: LINE OF DUTY-COMPENSATION

Amends the Law Enforcement Officers, Civil Defense Workers, Civil Air Patrol Members, Paramedics, Firemen, Chaplains, and State Employee Compensation Act. Changes the short title of the Act to the Line of Duty Compensation Act (and amends other Acts to change cross-references to the changed short title). Provides that death benefits are payable to Illinois residents who are members of the Armed Forces of the United States, the Illinois National Guard, or any reserve component of the Armed Forces of the United States while on active military service pursuant to an order of the President of the United States; and who were killed while on active duty in connection with Operation Enduring Freedom or Operation Iraqi Freedom. Provides that, in the case of those who were killed before the effective date of the amendatory Act while on active duty in connection with Operation Enduring Freedom or Operation Iraqi Freedom, a claim for compensation must be made within one year of the effective date of the amendatory Act. Effective immediately.

HB 3627: RESIDENTIAL REALTY-DEFECTS

Creates the Notice and Opportunity to Repair Act. Provides that a construction professional shall be liable to a homeowner for damages caused by the acts or omissions of the professional and his or her agents, employees, or subcontractors. Requires the service of notice to the professional of the complained-of defect in the construction by the homeowner prior to commencement of a lawsuit. Allows the professional to make an offer of repair or settlement and to rescind this offer if the claimant fails to respond within 30 days. Requires the claimant to file with the court a list of known construction defects. Directs the professional to provide a statutory notice to the homeowner upon the execution of a contract.

HB 4168: PROP TAX-SR EXEMPTION-INCRESAE

Amends the Senior Citizens Homestead Exemption provisions in the Property Tax Code. Provides that, for taxable years 2004 and thereafter the exemption amount shall be $4,000 in all counties (now, $2,500 in Cook County and $2,000 in all other counties). Effective immediately.

SB 2826: PEN CD-BRD OF TRUSTEES

Amends the Downstate Teachers Article of the Illinois Pension Code. Changes the membership of the Board of Trustees of the Downstate Teachers' Retirement System to remove the Superintendent of Education and to add a fifth member appointed by the Governor. Provides that the President of the Board of Trustees shall be elected by a vote of the Board members. Effective July 1, 2004.

HB 3966: VEH CD-TRAILER REGISTRATION

Amends the Illinois Vehicle Code. Provides that, beginning with the 2006 registration year, the Secretary of State shall stagger registrations of trailers and semitrailers that are not apportionable for which multi-year plates are issued.
