HB 3191: PUBLIC CONTRACTS-CHANGE ORDERS

Creates the Public Works Contract Change Order Act. Provides that if a change order in any public works contract entered into by the State, a unit of local government, or a school district authorizes or necessitates any increase in the contract price that is 25% or more of the original contract price, then the portion of the contract that is covered by the change order must be resubmitted for bidding in the same manner for which the original contract was bid. Provides that bidding for the portion of the contract covered by the change order shall be subject to any requirements to employ females and minorities on the public works project that existed at the bidding for the original contract, together with any later requirements imposed by law. Preempts home rule powers. Amends the State Mandates Act to require implementation without reimbursement.

HB 2244: CNTY CD-RECORDER FEES

Amends the Counties Code, the Mechanics Lien Act, and the Labor Storage Lien Act. Provides that certain fees charged by the county recorder are the maximum fees that may be collected from any officer, agency, department, or other instrumentality of the State. Provides that the county board may, however, by ordinance, increase these fees and collect the increased fees from all persons and entities other than officers, agencies, and other instrumentalities of the State if the increase is justified by an acceptable cost study showing that the fees allowed are not sufficient to cover the costs of providing each service, program, or activity. Provides that a statement of the costs of providing each service, program, and activity must be prepared by the county board and that all supporting documents are public records and subject to public examination and audit. Provides that all direct and indirect costs may be included in the determination of the costs of each service, program, and activity.

SJR 93: IMMIGRANT & REFUGEE TSK FRC

Continues the Joint Task Force on Illinois Immigrants and Refugees established by House Resolution 21 of the 93rd General Assembly until such time as the Joint Task Force delivers its report to the General Assembly summarizing its findings and recommendations, but no later than December 31, 2005.
