Makes appropriations to the Department of Veterans' Affairs for the fiscal year beginning July 1, 2003. Effective July 1, 2003.
Amends the Illinois Criminal Justice Information Act. Makes a technical change in a Section containing the short title.
Amends the Illinois Municipal Budget Law. Makes technical changes in a Section providing that a municipality's noncompliance with the Act does not invalidate an otherwise valid tax levy by that municipality.
Amends the Retailers' Occupation Tax Act. Makes technical changes in a Section concerning the short title.
Amends the Property Tax Code concerning the Senior Citizens Assessment Freeze Homestead Exemption. Provides that the household income limitation for eligibility for the exemption shall be adjusted annually to reflect increases in the Consumer Price Index reported by the federal Department of Labor. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that the Department of Revenue shall adopt rules specifying all eligibility and participation requirements for the pharmaceutical assistance program under the Act, including copayment amounts, identification card fees, expenditure limits, and the benefit threshold after which a 20% charge is imposed on the cost of each prescription, to be in effect on and after July 1, 2004. Requires that to the extent practicable, those requirements shall be commensurate with the requirements provided in rules adopted by the Department of Public Aid to implement the pharmacy assistance program under the Illinois Public Aid Code. Effective immediately.
Amends the Metropolitan Transit Authority Act. Increases to $25,000 (now, $10,000) the cost of construction or acquisition of services or public transportation facilities (other than real estate) by the Metropolitan Transit Authority which requires public notice and public bidding.
Amends the Illinois Physical Therapy Act. Makes technical changes in a Section concerning the short title.
Amends the Illinois Vehicle Code. Provides that the Department of Transportation, with respect to highways under its jurisdiction, and local authorities, with respect to highways under their jurisdiction, may issue a special permit for continuous limited operation, authorizing the applicant to transport raw milk that exceeds the weight limits provided for in the Code if specified requirements are met. Sets fees for a special permit to transport raw milk. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Office of the Lieutenant Governor for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Amends the Liquor Control Act of 1934. Defines "alcoholic beverages" to mean the same as "alcoholic liquor". Defines "licensed premises" as a place or location in Illinois where alcoholic liquor is manufactured, stored, displayed, or offered for sale or where drinks containing alcoholic liquors are mixed, concocted, and served for consumption. Provides that a distributor's license allows the wholesale purchase or storage of alcoholic liquors at a licensed premises. Effective immediately.
Amends the Sex Offender Registration Act. Provides that if a sex offender has an account with an Internet service provider, the name of the Internet service provider, the e-mail address of the sex offender, and the screen names used by the sex offender must be submitted to the Department of State Police. Provides that if the sex offender has more than one account with one or more an Internet service providers, information on each account must be submitted to the Department of State Police.
