Amends the Illinois Insurance Code. Requires companies writing Medicare supplement policies to make available to persons eligible for the federal Medicare program by reason of disability each type of Medicare supplement insurance policy that an issuer makes available to persons eligible for the federal Medicare program by reason of age. Provides that the issuer shall not charge persons eligible for the federal Medicare program by reason of disability premium rates for any medical supplement insurance benefit plan that exceed the issuer's premium rates charged to individuals eligible for the federal Medicare program by reason of age. Provides guaranteed issue rights to those individuals eligible for a Medicare supplement policy during the 6-month period beginning with the first day of the month in which the applicant enrolls for benefits under Medicare Part B.
Amends the Election Code. Provides that petitions to place statewide advisory questions of public policy on the ballot must be signed by a number of voters equal to at least 8% of the total votes cast for candidates for Governor in the preceding gubernatorial election (now, 10% of the registered voters in the State). Provides that petitions to place local advisory questions of public policy on the ballot must be signed by a number of voters equal to at least 8% of the total votes cast for candidates for Governor in the preceding gubernatorial election by registered voters of the jurisdiction where the question will be submitted (now, by 10% of the voters of the election jurisdiction where the question will be submitted). Effective immediately.
Amends the Public Community College Act. Makes a technical change in a Section concerning the members of the Illinois Community College Board.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning powers transferred to the Department.
Creates the Deferred Presentment Services Act. Contains only a short title provision.
Creates the Rural Water Infrastructure Task Force to study ways to improve access to rural water infrastructure funds.
Amends the Criminal Code of 1961. Extends the period from within 30 days to within 6 months in which a spouse must report to a law enforcement agency criminal sexual assault, aggravated criminal sexual assault, criminal sexual abuse, or aggravated criminal sexual abuse committed against that spouse by the other spouse.
Amends the Illinois Local Library Act. Makes a technical change in a Section concerning penalties.
Amends the Agricultural Areas Conservation and Protection Act. Makes technical changes in a Section concerning the short title.
Amends the Chicago School District Article of the School Code. Makes technical changes in a Section concerning tax anticipation warrants.
Amends the Mental Health and Developmental Disabilities Code. Makes technical changes in a Section concerning legal disability.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes it an unlawful practice to sell a gift certificate or gift card that contains an expiration date, with specified exceptions. Provides that gift certificates and gift cards are redeemable in cash or subject to replacement at no cost. Applies to gift certificates and gift cards sold on or after July 1, 2004.
