Amends the Illinois Municipal Code. Provides that the corporate authorities of any municipality in this State may impose a use tax on the act or privilege of using or consuming gas within the corporate limits of that municipality that is purchased in a sale at retail. Provides that these provisions do not authorize the imposition of a tax on the occupation of distributing, supplying, furnishing, selling, or transporting gas and that this tax may be levied only if the municipality does not then have in effect an occupation tax imposed on persons engaged in the business of distributing, supplying, furnishing, or selling gas. Provides that the rate of the use tax on gas imposed on a retail purchaser by a municipality under this Section shall not exceed $0.02 per therm of gas used or consumed. Authorizes a reduction of or exemption from the tax for persons 65 years of age or older.
Amends the Use Tax Act and the Retailers' Occupation Tax Act. Makes technical changes in Sections concerning the short title.
Amends the Illinois Public Aid Code. Under the Medicaid program, prohibits copayments for the treatment of mental illnesses. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning downstate firefighters.
Amends the Military Code of Illinois. Adds a caption to a Section concerning the Adjutant General's power to enter into contracts.
Creates the Metro East Sports Authority Act. Contains only the short title.
Amends the Mental Health and Developmental Disabilities Administrative Act. Makes a technical change in a Section concerning supervision and oversight of State-operated facilities and other institutions within the jurisdiction of the Department of Public Health.
Amends the Sexually Violent Persons Commitment Act. Makes technical changes to a Section concerning the nature of the proceedings.
Creates the Renewable Energy Portfolio Standard Act. Contains the short title only.
Amends the Probate Act of the 1975. Provides that a person acquitted by reason of insanity but who has been found by the court to have in fact committed the murder of the decedent shall also be conclusively presumed to have caused the death intentionally and unjustifiably for inheritance purposes. Adds a tenancy to the list of types of property that a person who intentionally and unjustifiably causes the death of another is banned from receiving. Effective immediately.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning obedience to the traffic laws.
Amends the School Code. In a provision requiring students to pass an examination concerning American patriotism and the principles of representative government, provides that the examination must cover material presented in the most recent version of the Constitution Study Guide produced by the State Board of Education and must conform to the relevant knowledge and skills outlined in the Illinois Learning Standards. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2003.
