Amends the Managed Care Reform and Patient Rights Act. Makes a technical change in a Section concerning the short title.
Amends the Chicago Teacher Article of the Illinois Pension Code. Allows a designated domestic partner to qualify as a surviving spouse for purposes of survivor and death benefits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning customer information centers.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning sulfur dioxide emission standards.
Amends the Western Illinois University Law. Makes a technical change in a Section concerning creating the Board of Trustees.
Amends the Humane Care for Animals Act. Makes technical changes in a Section concerning the short title.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the Illinois Commerce Commission's annual report regarding the development of natural gas markets in Illinois.
Creates the Utility Consumer Impact Note Act. Provides that every bill that amends the Public Utilities Act and every proposed rule of an agency, the purpose or effect of which is to directly increase or decrease the retail or wholesale price of utility products or services, impact on the quality of the service of any public utility, or impact jobs in the utility industry shall have prepared for it a utility consumer impact note, which shall include a reliable estimate of the anticipated impact.
Amends the Metropolitan Water Reclamation District Act. Rewrites and simplifies the provisions relating to veteran's preference. Provides that veterans are entitled to a preference of 5 points to be added to their final grade on any promotional examination held on or after the effective date. Deletes a provision prohibiting a person from receiving a veterans' preference more than once. Deletes a provision that a person entitled to a preference does not have to furnish evidence of honorable discharge from the armed forces before the examination. Effective January 1, 2004.
Amends the Illinois Civil Rights Act of 2003. Makes a technical change in a Section concerning the prohibition of discrimination by units of State, county, or local government.
Amends the Criminal Code of 1961. Makes technical changes in a Section concerning the short title.
Appropriates $2 from the General Revenue Fund to the Department of Agriculture for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
