Amends the Supreme Court Act. Adds a caption to a Section concerning the powers of the Court.
Creates the Hospital Access and Accountability Act. Provides that a nonprofit corporation that operates a health facility shall give written notice to the Attorney General 20 days before it sells, leases, conveys, exchanges, transfers, or otherwise disposes of all or substantially all of its assets. Provides that a nonprofit corporation, including religious organizations, that operates or controls a health facility or operates or controls a facility that provides similar health care shall be required to provide written notice to and to obtain the written consent of the Attorney General prior to entering into any agreement or transaction to (i) sell, transfer, lease, exchange, option, convey, or otherwise dispose of its assets to a for-profit or nonprofit corporation or entity when a material amount of the assets of the nonprofit corporation are involved in the agreement or transaction or (ii) transfer control, responsibility, or governance of a material amount of the assets or operations of the nonprofit corporation to any for-profit or nonprofit corporation or entity or to any mutual benefit corporation or entity.
Amends the Illinois Controlled Substances Act. In the provisions prohibiting the possession of methamphetamine manufacturing chemicals with the intent to manufacture methamphetamine or salt of an optical isomer of methamphetamine or an analog of methamphetamine, eliminates the requirement of the intent to manufacture a specific amount of methamphetamine or salt of an optical isomer of methamphetamine or an analog of methamphetamine if the defendant possessed the specific amount of methamphetamine manufacturing chemicals.
Amends the Public Utilities Act. Adds a Section concerning Broadband Services. Contains only a caption.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Public Health.
Appropriates $2 from the General Revenue Fund to Eastern Illinois University for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Amends the State Parks Designation Act. Makes a technical change in a Section concerning State Recreational Areas.
Directs Central Management Services and the Illinois Department of Transportation to conduct a study to determine the steps necessary to develop and implement a plan for advertising on State property.
Creates the Old Man River Anticipatory Design Center Act. Provides only a short title provision.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the tax imposed in provisions concerning the education expense credit.
Amends the Automobile Renting Occupation and Use Tax Act. Makes a technical change in a Section concerning definitions.
