Appropriates $2 from the General Revenue Fund to Illinois State University for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Makes appropriations for the ordinary and contingent expenses of the Law Enforcement Training Standards Board for the fiscal year beginning July 1, 2004, as follows: Other State Funds $12,986,800
Amends the IMRF Article of the Illinois Pension Code. Provides that each county with current or former elected county officers participating in the alternative annuity program shall have a separate employer contribution rate computed for those elected officers, and provides that those officers shall be treated as a separate unit within the Fund. Provides that a municipality may transfer funds among its reserves, from one that is over 100% funded to one that is less, under certain circumstances. In the provisions relating to employer pick-up of employee contributions, requires pick-up of employee contributions under the alternative program for elected county officers. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Vehicle Code. Provides that, when issuing an instruction permit to a minor, the Secretary of State shall issue a sign or signs with the words "Student Driver" printed on it. Provides that the Secretary shall adopt rules for implementing the provision. Provides that the sign or signs must be displayed, and must be visible from the front and rear, when the permit holder is driving.
Amends the Property Tax Code. Provides that for taxable year 2003 and each taxable year thereafter the maximum reduction in the equalized assessed value of homestead property (the general homestead exemption) shall be $13,500 (now, $4,500) in counties with 3,000,000 or more inhabitants and $10,500 (now $3,500) in all other counties. Effective immediately.
Amends the Sanitary District Act of 1917. Provides that certain municipalities in counties of 1,000,000 or less have the power to dissolve a sanitary district and acquire all assets and responsibilities of the district. Provides that, after providing at least 60 days' prior written notice to the sanitary district, the municipality may vote to dissolve and acquire the sanitary district upon making a required showing. Provides that any costs associated with the dissolution may be taxed against the sanitary district once the municipality has acquired its assets and responsibilities. Provides that the sanitary district may file an appeal with the circuit court, and the court shall uphold the municipality's dissolution of the sanitary district if the court finds that all requirements have been met. Effective immediately.
Amends the Illinois Aeronautics Act. Makes a technical change in a definitions Section.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning State employees.
Appropriates $4,000,000 to the State Board of Education for a grant to East St. Louis School District 189 to renovate East St. Louis - Lincoln High School to convert it into a technical and vocational area school. Effective July 1, 2003.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning presumption of innocence and proof of guilt.
Appropriates $2 from the General Revenue Fund to the Board of Higher Education for its FY04 ordinary and contingent expenses. Effective July 1, 2003.
Creates the Environmental Resources Advisory Committee to examine the environmental impact of new and expanded energy producing facilities.
