Creates the Second 2004 General Revisory Act. Combines multiple versions of Sections amended by more than one Public Act. Renumbers Sections of various Acts to eliminate duplication. Corrects obsolete cross-references and technical errors. Makes stylistic changes. Effective immediately.
Amends the Public Utilities Act in relation to the regulation of telecommunications carriers. Makes a technical change in a Section relating to tariff filings.
Proposes to amend the Executive Article of the Illinois Constitution. Makes a technical change. Effective upon being declared adopted.
Appropriates $4,000,000 from the General Revenue Fund to the Department of Commerce and Community Affairs for grants to the city of Madison for all costs associated with development of an industrial park. Effective July 1, 2003.
Amends the Compensation Review Act. Provides that any person who takes office for a term beginning on or after the bill's effective date and whose compensation is determined by the Compensation Review Board may not receive a cost of living adjustment authorized by or based upon Senate Joint Resolution 192 of the 86th General Assembly. Effective immediately.
Amends the Capital Crimes Litigation Act. Eliminates the July 1, 2004 repealer of the Act.
Amends the Department of Commerce and Community Affairs Law of the Civil Administrative Code of Illinois. Provides that a business proposing to construct an electric generating facility need not include certain documentation in its application for financial assistance or file certain monthly reports if it provides a bond to the Department of Commerce and Community Affairs that is equal to the projected State occupation and use taxes during the 4 preceding calendar quarters. Effective immediately.
Appropriates $700,000 from the General Revenue Fund to the Environmental Protection Agency for grants to Madison County for extension of water and sewer services to Eagle Park Acres. Effective July 1, 2003.
Appropriates $2 from the General Revenue Fund to the Liquor Control Commission for its FY04 ordinary and contingent expenses. Effective July 1, 2003.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.
Amends the Motor Fuel Tax Law with respect to the allocation of tax receipts under the Law. Provides that, beginning on July 1, 2004, road districts in Winnebago County shall receive allotments of tax receipts under the Law regardless of whether the road district levies a tax for road and bridge purposes in an amount that will require the extension of the tax for road and bridge purposes against the taxable property in the road district at a rate of not less than 0.08% of the value the taxable property thereof (current law imposes the 0.08% tax extension threshold for the road district to receive an allotment). Effective July 1, 2004.
Amends the Prevailing Wage Act. Provides that separate classifications for landscape plantsman, landscape driver, and landscape equipment operator shall be recognized, and the prevailing rate of hourly wages for those classifications shall be the rates that prevail in the landscape industry as determined by the U.S. Department of Labor. Effective immediately.
