Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Creates the Boards and Commissions Act of 2003. Contains only a short title provision.
Amends the Criminal Code of 1961. Provides that it is a Class A misdemeanor to knowingly videotape, photograph, or film another person in that person's residence, whether owned or rented, with a concealed or hidden camera or other video recording device without that person's consent. Provides that it is a Class 4 felony to knowingly disseminate or permit the dissemination of the unauthorized videotape, photograph, or film.
Amends the Illinois Governmental Ethics Act. Makes technical changes in a Section concerning the short title.
Amends the Livestock Management Facilities Act. Makes technical changes in a Section defining "livestock management facility".
Amends the Illinois Public Aid Code, the Circuit Courts Act, the Juvenile Court Act of 1987, the Illinois Marriage and Dissolution of Marriage Act, and other Acts. Provides that the chief judge of each circuit shall establish a separate family division for the circuit for the purpose of hearing all family cases. Provides that the chief judge shall designate an appropriate number of circuit judges or associate judges, or both, to serve in the family division. Provides that "family case" means an action in which the court exercises its jurisdiction under Article X of the Illinois Public Aid Code (concerning the enforcement of child support obligations), Article II, III, or IV of the Juvenile Court Act of 1987 (concerning abused, neglected, or dependent minors, minors requiring authoritative intervention, and addicted minors), the Illinois Marriage and Dissolution of Marriage Act, and other designated Acts. Provides for a right to trial by jury in family cases. (Under current law, trial by jury is expressly prohibited under the Illinois Marriage and Dissolution of Marriage Act, the Illinois Parentage Act of 1984, and the Illinois Domestic Violence Act of 1986.) Provides that the court may order parties to a family case to undergo counseling as the court deems appropriate, based on the evidence.
Amends the State Budget Law of the Civil Administrative Code of Illinois. Makes a technical change concerning submission of the State budget.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning presumption of innocence and proof of guilt.
Amends the Criminal Code of 1961. Makes a technical change in a Section defining the offense of tattooing the body of a minor.
Amends the Liquor Control Act of 1934. Provides that a retailers on premise consumption licensee is not liable for damages caused by an intoxicated person if the licensee meets certain conditions.
Amends the Riverboat Gambling Act. Provides that the Board shall issue 10 licenses (rather than may issue up to 10 licenses). Increases the owners license renewal fee from $5,000 per year to $50,000 per year. Provides that the additional license renewal fee moneys shall be paid to a compulsive gambling program administered by the Department of Human Services. Provides that riverboat gambling is authorized from a home dock located in a municipality that (1) borders on the Mississippi River or is within 5 miles of such a municipality and (2), on the effective date of this amendatory Act, has a riverboat conducting riverboat gambling operations under the Act, provided that one of those licensees shall operate from a dock in the city of East St. Louis. Provides that an owners licensee that receives an owners license authorizing it to begin conducting riverboat gambling operations on or after the effective date of this amendatory Act must attain a level of at least 20% minority person and female ownership, at least 16% and 4% respectively. Deletes the provision requiring an owners licensee to limit the number of gambling participants to 1,200. Decreases the wagering and admission tax rates beginning when gambling operations begin under a dormant license. Provides that the first $500,000 in fines and penalties collected under the Act each fiscal year, instead of being deposited into the Education Assistance Fund, shall be deposited into the General Revenue Fund and paid to the Department of Human Services, subject to appropriation, to be used for the treatment of compulsive gambling. Amends Public Act 91-40 to replace that Act's inseverability clause with a severability clause. Effective immediately.
Amends the Illinois Public Aid Code. With respect to the 60-month limitation on the receipt of TANF assistance, prohibits the Department of Human Services from counting months in which the adult recipient is the primary caregiver for a disabled family member, if the demands of caregiving are inconsistent with sustained employment.
