HB 6612: CD CORR-PRISONERS-CONDOMS

Amends the Unified Code of Corrections. Prohibits the Department of Corrections or a correctional facility of the Department of Corrections from including condoms as prison contraband.

HB 1573: CONTACT LENS ACT

Creates the Contact Lens Act. Provides that a prescription for contact lenses must contain the specifically listed information. Requires that contact lenses be dispensed in accordance with the prescription. Provides penalties for violation of this Act. Requires the Department of Professional Regulation to promulgate rules to implement this Act. Amends the Illinois Optometric Practice Act of 1987, the Medical Practice Act of 1987, and Pharmacy Practice Act of 1987 to make a violation of the Contact Lens Act a violation of those Acts respectively. Amends the Mail Order Contact Lens Act. Provides that fees and civil penalties collected under the Act shall be deposited in the Optometric Licensing and Disciplinary Fund (rather than the General Professions Dedicated Fund). Increases the maximum civil penalty to $10,000 (from $5,000). Makes imposition of civil penalties discretionary. Provides a list of violations of the Act. Amends the Illinois Optometric Practice Act of 1987 to increase the maximum penalties in provisions regarding civil penalties and disciplinary grounds to $10,000 (from $5,000).

SB 1495: MNTL HLTH-ALTERNATIVE TREATMNT

Amends the Mental Health and Developmental Disabilities Code. Adds provisions concerning a facility director's approval of a respondent's request for informal or voluntary admission. Provides that at any time before the conclusion of a hearing concerning admission to a mental health facility and the entry of the court's findings, a respondent may enter into an agreement to be subject to an order for alternative treatment or care and custody. States the conditions required for approval of such an agreed order and states other provisions concerning the entry of such an order.

SB 912: MINORS-TECH

Amends the Juvenile Court Act of 1987. Makes a technical change in a Section regarding preliminary orders concerning an examination of an alleged abused or neglected child.

HB 4181: LEGIS MEMBER INITIATIVE-LIMIT

Amends the State Finance Act. Provides that each appropriation for a legislative member initiative must be by a separate line item appropriation that fully describes the legislative member initiative. Provides that no legislative member initiative may be funded through a lump sum appropriation. Defines "legislative member initiative". Effective immediately.

HB 7016: DEER BREEDERS

Amends the Civil Administrative Code. Provides that the Advisory Board of Livestock Commissioners shall consist of 26 persons (now 25) and that one representative of deer breeders and one representative of elk breeders (instead of one of deer or elk breeders) shall be members. Amends the Wildlife Code. Provides that notwithstanding any other provision of the Code, the Department of Agriculture shall have complete and sole authority over captive farm raised cervids. Creates the Farm Raised Cervids Fund. Provides that the Department shall seek the advice of at least one member of a State association representing deer breeders when developing the rules concerning farm raised cervids. Effective immediately.

HB 3510: WAGE ACT-PUBLIC BODIES

Amends the Prevailing Wage Act. Deletes the provisions allowing public bodies other than the Illinois Department of Labor to establish prevailing wage rates. Makes other changes concerning posting of prevailing wage rates; contents of contracts; recordkeeping; submission of evidence; investigations; objections; and other matters.

SB 2795: CRIM CD-TRESPASS-ALL TERRAIN

Amends the Criminal Code of 1961. Provides that a person may not operate an all-terrain vehicle on land without the permission of the owner of the land. Provides that a violation is a Class B misdemeanor. Provides that the owner of the land may recover damages in a civil action against the trespasser. Provides that the court shall award the owner specified damages. Provides that the trespasser shall also be liable for court costs and the owner's reasonable attorneys fees.

HB 271: INC TAX-APPORTIONMENT FACTOR

Amends the Illinois Income Tax Act. With respect to the apportionment of business income for persons other than residents, provides that for tax years ending on or after December 31, 2003 and before December 31, 2008 the income shall be apportioned using the property factor, payroll factor, and sales factor. Provides that for tax years ending on or after December 31, 2008, the income shall again be apportioned using the sales factor only. Effective immediately.
