Appropriates $352,200,000 from the General Revenue Fund to the Department of Human Services for grants and administrative expenses of the Home Illinois Program. Effective July 1, 2026.
In addition to any amounts heretofore appropriated for Community-Based Services for Persons with Developmental Disabilities and for Intermediate Care Facilities for the Developmentally Disabled and Alternative Community Programs, appropriates $10,000,000 from the General Revenue Fund to the Department of Human Services to fund transition grants awarded under the Section 14(c) transition program to assist community agencies with active or pending 14(c) certificates transition away from subminimum wages for workers with disabilities. Effective immediately.
Appropriates $100,000 from the General Revenue Fund to the Department of Human Services for a grant to Better Life Better Living for Kidz for operational expenses. Effective July 1, 2026.
Appropriates $1,000,000 from the General Revenue Fund to the Department of Human Services for a grant to Big Brothers Big Sisters of Metropolitan Chicago for costs associated with contingent and operational expenses. Effective July 1, 2026.
Appropriates $10,000,000 from the General Revenue Fund to the Department of Public Health for local health protection grants for health protection programs. Effective July 1, 2026.
Amends the Public Utilities Act. Defines "plug-in solar energy system". Provides that an electricity provider shall not require an eligible customer who uses, or intends to install and use, a plug-in solar energy system to do certain actions. Provides that an eligible customer may, but shall not be required to, conform the eligible customer's plug-in solar energy system to the interconnection requirements under provisions concerning net metering and any rules adopted pursuant to those provisions. Provides that a plug-in solar energy system that does not interconnect to the electrical system in a manner that is consistent with the applicable rules adopted by the Illinois Commerce Commission shall not be eligible for net electricity metering. Provides that a plug-in solar energy system shall not qualify for any distributed generation rebate. Provides that an electricity provider shall not be liable for any damage or injury caused by an eligible customer's plug-in solar energy system. Provides that homeowners' associations, common interest community associations, and condominium unit owners' associations shall not adopt or enforce any covenant, bylaw, regulation, or other rule that unreasonably restricts or prohibits, or has the effect of prohibiting, the installation or use of a plug-in solar energy system that has a maximum power output to a receptacle outlet of 391 watts or less. Provides that landlords shall not adopt or enforce any lease or contract that unreasonably restricts or prohibits, or has the effect of prohibiting, the installation or use of a plug-in solar energy system that has a maximum power output to a receptacle outlet of 391 watts or less.
Appropriates $5,000,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to Neighborhood Housing Services of Chicago for costs associated with funding equitable mortgage lending and homebuyer subsidies, foreclosure prevention services, and other support. Effective July 1, 2026.
Appropriates $700,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to the Illinois Center for Employee Ownership for the purpose of expanding education, outreach, and technical assistance related to employee ownership transitions and supporting small businesses in evaluating and pursuing succession through employee ownership. Effective July 1, 2026.
Appropriates $700,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to The Night's Shield Children's Shelter. Effective immediately.
Amends the Fire Investigation Act. Provide that the Office of the State Fire Marshal shall investigate the cause, origin, and circumstance of a fire or an explosion in which fire is presumed to be a contributing factor in a death. Upon discovery of a fire-related death, the chief of the fire department or designee shall notify the Office for an investigation of the cause, origin, and circumstances. Provides that, notwithstanding the notification requirements, the chief of the fire department or designee shall maintain control of the scene until a representative of the Office arrives on the scene and initiates the investigation. Further provides that fire departments shall not be prohibited from conducting an investigation in conjunction with the Office of the State Fire Marshal.
Amends the Authorized Electronic Monitoring in Long-Term Care Facilities Act. Includes an establishment under the Assisted Living and Shared Housing Act in the definition of "facility". Makes a conforming change in a the definition of "resident's representative".
Appropriates $10,000,000 from the General Revenue Fund to the Illinois Criminal Justice Information Agency for grants to Community Resource Healing Centers (CHRC)for their operational expenses. Effective July 1, 2025.
